我国保障性住房金融支持体系研究

【摘要】:住房问题是关乎民生的重要问题,因此得到了世界各国的广泛重视。目前我国正处于城市化加速发展时期,劳动力快速流动迹象明显,居民家庭住房的刚性需求与支付能力的不足共同孕育了现阶段我国社会普遍关注的住房问题。为此,中央大力推进保障性住房建设,在“十二五”规划中计划新建保障性住房和棚户区改造安置住房3600万套。但与此宏伟目标不相适应的是保障性住房建设资金短缺以及中低收入居民的融资困境:一方面,保障性住房建设资金中大部分将通过社会渠道募集,依靠现有财政性资金拨付和金融机构贷款等融资渠道将无法维系资金供应。另一方面,可供我国中低收入居民购房融资的金融手段无法起到应有的政策性作用。金融支持体系是以金融手段支持经济主体在特定市场中进行投融资活动的一系列制度安排。通过发展和完善我国保障性住房金融支持体系是有效缓解我国住房保障问题,增加保障性住房供给和消费的有效途径。 本文在总结和梳理现有相关文献基础上,从保障性住房供给和需求两个角度出发,通过定性与定量分析、归纳和比较等方法分析论述我国现行保障性住房金融支持体系运行中的不足,并借鉴国外先进经验提出完善建议。具体内容包括:首先,导论部分提出研究背景、意义和对象,梳理了国内外研究现状,为论文整体奠定了研究基础;其次,以定性的方法分别研究和探讨了我国现行保障性住房金融支持体系中金融政策、支持机构、金融工具的运行现状,定量衡量了保障性住房建设和消费环节中的融资效果,总结出阻碍其运行的缺陷和问题;再次,通过对国外公共住房金融模式、支持机构设置和金融工具运用的比较研究,为我国提供经验借鉴;最后,在以上论述结论的基础上,提出发展和完善我国保障性住房金融支持体系的对策建议。 本文创新之处在于:第一,从整体角度系统性的对我国保障性住房金融支持体系进行分析和考察,从宏观角度对其提出方向性的改进意见;第二,论述过程中将对涉及到的住房保障政策、政策性住房金融、住房金融体系等方面的国内外相关研究结论做全面的梳理,为以后的研究起到拾遗补缺的作用:第三,关注政府在保障性住房金融支持体系运行中的角色作用,探索政府管理职能在改进体系运行中的影响。 通过研究,本文得出主要研究结论和建议包括:第一,我国政府在保障性住房金融支持体系运行中没有充分发挥政府职能作用。对比国外政府在住房保障制度中的角色作用,我国应一方面加强政府在体系中的引导作用,激励社会资源投入保障性住房项目运作中,另一方面明确中央及地方政府的角色分工,提高体系的运行效率。第二,针对我国保障性住房金融支持体系中存在的缺陷,应做出相应改善,如建立多元住房金融模式,形成优势互补,增强中低收入居民的住房融资效果;完善住房公积金制度,使之更好的发挥政策性住房金融效用;建立政策性住房金融机构对居民住房储金进行收支管理;开辟多种融资渠道,改变现有单一依靠银行类金融机构贷款模式;引入新型资本市场融资工具,加强资金归集效果。第三,介于我国住房保障方面法律制度的缺失,有关部门应尽快制定相关法律法规,同时针对现有住房保障项目管理不善乱象加强监督管理,确保保障性住房金融体系有序运行。
[Abstract]:Housing problem is an important problem about the livelihood of the people, so it has been widely attached to the world. At present, China is in the period of accelerated urbanization, the rapid movement of labor force is obvious, the rigid demand and the insufficient payment ability of household housing have nurtured the housing problem of the common concern of our society in the present stage. The central government will vigorously promote the construction of affordable housing. In the "12th Five-Year" plan, 36 million sets of newly built housing and shanty towns are planned to be rebuilt. However, the shortage of funds for the construction of affordable housing and the financing difficulties of the middle and low income residents are not compatible with the grand goal. On the one hand, most of the funds for the construction of the affordable housing are funded. The financing channels that will be raised through the social channels, depending on the existing financial funds and financial institutions loans will not be able to maintain the fund supply. On the other hand, the financial means for the financing of the middle and low income residents in our country can not play a due policy role. The financial support system supports the economic subject in a specific city by means of financial means. A series of institutional arrangements for investment and financing activities in the field. Through the development and improvement of the financial support system of China's guaranteed housing is an effective way to effectively alleviate the problem of housing security in China and increase the supply and consumption of affordable housing.
On the basis of summarizing and combing the existing relevant literature, from two angles of the supply and demand of the guarantee housing, this paper analyzes the insufficiency in the operation of the current security housing financial support system in our country through qualitative and quantitative analysis, induction and comparison, and draws on the advanced experience of foreign countries, and puts forward some suggestions. The specific content includes: First, the introduction puts forward the research background, significance and object, combs the research status at home and abroad, and lays the foundation for the whole research. Secondly, it studies and discusses the financial policy in the current security housing financial support system in our country by qualitative method, supporting the mechanism, the current situation of the financial instruments, and quantified the guarantee. The effect of financing in housing construction and consumption is summarized, and the defects and problems that impede its operation are summed up. Thirdly, through the comparative study of the foreign public housing financial model, the comparative study of supporting institutions and the use of financial instruments, we can provide experience for our country. Finally, on the basis of the above conclusions, the development and improvement of our country guarantee are put forward. Countermeasures and suggestions for the financial support system of sexual housing.
The innovation of this article lies in the following aspects: first, the systematic analysis and investigation of the financial support system of China's affordable housing from the overall perspective, the improvement of its direction from the macro point of view, and second, the housing security policy involved in the process, the policy housing finance, the housing financial system and so on, are discussed at home and abroad. The relevant research conclusions are combed in a comprehensive way, which will play a role in the future research. Third, pay attention to the role of the government in the operation of the financial support system of the affordable housing, and explore the influence of the government management function in the improvement of the system operation.
Through the study, the main conclusions and suggestions are as follows: first, the government has not fully played the role of the government in the operation of the financial support system of the affordable housing. Compared with the role of the foreign government in the housing security system, China should strengthen the guiding role of government government in the system and encourage the investment of social resources on the one hand. In the operation of the affordable housing project, on the other hand, the role division of the central and local governments should be clearly defined and the efficiency of the system is improved. Second, in view of the defects in the financial support system of our country's guarantee housing, we should make corresponding improvements, such as establishing a multi housing financial model, forming a complementary advantage and strengthening the housing finance of the middle and low income residents. The system of housing provident fund should be perfected to make it better to give full play to the financial utility of policy housing; to establish a policy housing financial institution to manage the income and expenditure of the housing deposit, to open up a variety of financing channels, to change the existing single bank financial institution loan mode, and to introduce a new capital market financing tool to strengthen the capital. Third, in the absence of the legal system of housing security in China, the relevant departments should formulate relevant laws and regulations as soon as possible, at the same time, to strengthen supervision and management of the existing housing security projects, and to ensure the orderly operation of the guarantee housing financial system.
