福建涉农小微企业的金融支持研究

【摘要】：我国在改革开放以来取得了举世瞩目的成绩,但是在一系列的改革中,“三农”问题始终突出。只有解决好“三农”问题才能保证我国经济、社会持续健康,和谐发展。虽然影响农业发展、农民富裕以及农村繁荣的因素很多,但是最主要的因素是金融支持不够。特别对于涉农小微企业发展来说,金融支持不力更是影响涉农小微企业生存、发展及壮大的致命因素。目前我国的金融领域既有存在落后的农村金融,也同时存在现代的城市金融。在农村不发达的农村金融无法满足涉农小微企业基本的生产,发展及壮大的信贷需求。目前我国大部分农村小微企业无法获得金融扶持,农村金融主要依靠农村信用社,信贷供求严重失衡,因此企业要不就直接倒闭,要不就一直维持家族式或者夫妻式的小规模经营,这从根本上制约了我国涉农小微企业的发展壮大。涉农小微企业作为企业发展中的弱势群体很少得到关注,可以说涉农小微企业的建设是现代农业建设的基础。福建涉农小微企业同样面临相同的困境,因此如何解决福建涉农小微企业的金融支持问题就成为发展福建涉农小微企业关键。为保证福建涉农小微企业健康发展壮大,不仅要清楚福建涉农小微企业的真实金融需求,同时各金融机构及政府部门也要积极采取优惠政策,并确保福建涉农小微企业能够平等的享受政府及金融机构的优惠政策。本文通过对相关理论的研究,进而对福建涉农小微企业发展的金融现状、真实的金融需求以及政府、金融机构行为进行探索分析,最后从宏观及微观方面提出福建涉农小微企业金融支持的建议。
[Abstract]:Since the reform and opening up, China has made remarkable achievements, but in a series of reforms, the issue of agriculture, rural areas and farmers has always been prominent. Only by solving the problem of agriculture, countryside and farmers can we guarantee the sustainable and healthy development of our economy and society. Although there are many factors affecting agricultural development, farmers' prosperity and rural prosperity, the main factor is insufficient financial support. Especially for the development of agricultural small and micro enterprises, the weak financial support is a fatal factor that affects the survival, development and growth of the small and micro enterprises concerned with agriculture. At present, there are not only backward rural finance, but also modern urban finance in the financial field of our country. The underdeveloped rural finance can not meet the basic production, development and growing credit demand of small and micro enterprises. At present, most rural small and micro enterprises in China are unable to obtain financial support. Rural finance mainly depends on rural credit cooperatives, and credit supply and demand are seriously unbalanced, so enterprises either close down directly. Otherwise, the family or husband-wife type of small-scale operation has been maintained, which fundamentally restricts the development of small and micro-enterprises involved in agriculture in China. As a weak group in the development of enterprises, the construction of agriculture-related small and micro enterprises is the foundation of modern agricultural construction. Therefore, how to solve the financial support problem of Fujian agriculture-related small and micro enterprises becomes the key to the development of Fujian agriculture-related small and micro enterprises. In order to ensure the healthy development of Fujian agriculture-related small and micro enterprises, it is necessary not only to understand the real financial needs of Fujian agriculture-related small and micro enterprises, but also to actively adopt preferential policies by various financial institutions and government departments. And to ensure that Fujian agricultural small and micro-enterprises can equally enjoy the preferential policies of the government and financial institutions. Based on the research of relevant theories, this paper explores and analyzes the current financial situation, the real financial needs and the behavior of the government and financial institutions in Fujian province, which is concerned with the development of small and micro enterprises involving agriculture. Finally, suggestions on financial support of Fujian agriculture-related small and micro enterprises are put forward from macro and micro aspects.
