吉林省农业银行柜面业务流程再造研究

【摘要】:银行柜面是银行对外营业窗口,是为客户提供各种金融产品和服务的基础性平台,也是银行树立品牌形象、提高竞争力的最基本、最主要渠道。然而近年来,随着银行竞争的日益激励,如何提高柜面的创造价值、降低柜面成本成为各家商业银行积极思考的问题。目前,银行柜面存在风险大、成本高、效率低、价值创造不高等问题,银行不但面临内外欺诈等风险,,也存在柜面创效低、成本高等竞争力不强问题,更可怕的是面临流失人才、客户等声誉风险。如何有效防范和控制上述风险、有效解决各类问题,已经成为目前国内各家商业银行亟待解决的问题。 柜面业务流程的重组和再造成为最有效的解决问题的手段和措施。作者利用理论研究、实践调研和应用相结合方式,采用了比较分析、案例分析等方法,首先对银行柜面面临的客观环境、吉林省农业银行柜面业务流程现状及存在的问题进行了深入分析,深刻剖析了问题产生的原因,归根到底是国内商业银行长期形成的部门银行所导致的,这也是国内各家商业银行存在的共性问题,只有打破部门银行为流程银行,才能有效提高柜面效能;其次研究了吉林省农业银行柜面业务流程再造的目标、思路和方案,以减轻柜面劳动量、提高操作风险管控能力、实行有效的客户管理和产品管理为重点,提出流程再造的设计思路和方案,能够有效解决吉林省农业银行柜面面临的突出问题,促进柜面由高成本核算型向高价值创造营销型转变;第三,研究了吉林省柜面业务流程再造项目的实施,深刻剖析业务流程再造项目的实施流程、目的和意义,对项目实施过程目标及实施后产生的效果进行展望和探索。以正在实施的吉林省农业银行运营后台中心建设、新一代核心银行系统建设等项目为案例,将原来由柜面全流程办理业务转变到柜面受理、后台集中处理的高效业务处理流程及将柜面以会计核算为主的信息系统支撑转变到以客户为中心、产品快速创新及完善的内部管理计量的核心银行系统支撑等,达到简化柜面操作、防控柜面操作风险、提高柜面内部管理和对外服务能力、提升柜面竞争优势的目标;最后深入分析和研究了吉林省农业银行柜面业务流程再造能够实现的保障措施,任何变革的成功都离不开科技的支持、人才的保障、制度的规范,没有团结一致的合力保障,柜面业务流程再造将无法根本性实现。 吉林省农业银行柜面业务流程再造研究对吉林省分行加快推进全行运营体制改革、积极推进营业网点转型具有重要的现实意义,也对其他国内商业银行未来流程再造的推进具有极强的借鉴意义。虽然国内银行流程再造已经提出多年,但各家商业银行也只是对部门银行职能简单调整、流程简单修补,没有提出一套完整的、系统的理论和规划,此项研究对吉林省农行柜面流程再造是个彻底的、颠覆性的创新改造,能够有效解决目前吉林省农业银行及其他国内商业银行柜面亟待解决问题,能够促进柜面营运安全、高效,提高柜面价值创造力。
[Abstract]:The bank counter is the window of the bank's external business. It is the basic platform for providing various financial products and services for the customers. It is also the basic and most important channel for the bank to set up brand image and improve its competitiveness. However, in recent years, with the increasing incentive of the bank competition, how to improve the creative value of the counter and reduce the cost of the counter has become a business. At present, the bank counter has the problems of high risk, high cost, low efficiency and low value creation. The bank not only faces the risks of internal and external fraud, but also has low cost of counter creation, low cost of higher competitiveness, and more terrible risk of losing talent and customers. How to effectively prevent and control the above Risk, effectively solve all kinds of problems, has become an urgent problem for all commercial banks in China.
The reengineering and reengineering of the counter business process have become the most effective means and measures to solve the problem. The author uses the theory research, the practice research and the application, adopts the comparative analysis, the case analysis and so on. First, the objective environment of the bank face, the current situation and the existing problems of the agricultural bank counter business process in Jilin province. In depth analysis and deep analysis of the cause of the problem, in the final analysis, is the result of the long term bank of the domestic commercial banks. This is also the common problem of the domestic commercial banks. Only by breaking the Department Bank as the process bank can the counter efficiency be improved effectively; secondly, the Agricultural Bank cabinet in Jilin province is studied. The objectives, ideas and plans of surface business process reengineering, in order to reduce the amount of work in the cabinet, improve the operational risk control ability, implement effective customer management and product management, put forward the design ideas and plans of process reengineering, which can effectively solve the outstanding problems facing the cabinet face of Jilin agricultural Bank and promote the high cost accounting type of the cabinet. To create the marketing transformation of high value; third, study the implementation of the project of Jilin counter business process reengineering, deeply analyze the implementation process, purpose and significance of BPR project, look forward and explore the effect of the project implementation process and the effect after implementation. In the operation background of the Agricultural Bank of Jilin Province. In the case of the construction of heart and the construction of a new generation of core bank system, the former is transformed from the whole process of the counter to the cabinet, the high efficiency business process and the support of the information system based on the counter accounting to the customer as the center, the rapid innovation of the product and the perfect internal management measurement. The support of the core bank system can achieve the goal of simplifying the counter operation, preventing and controlling the risk of cabinet operation, improving the internal management and external service ability of the cabinet, and improving the competitive advantage of the counter surface. Finally, it analyzes and studies the guarantee measures that can be realized in the reengineering of the business process reengineering of the Agricultural Bank of Jilin Province, which can not be separated from the success of any change. With the support of technology, the protection of talents, the regulation of the system, and the lack of a unified guarantee, the business process reengineering of the counter business will not be fundamentally realized.
The study of Jilin agricultural bank counter business process reengineering is of great practical significance for Jilin branch to accelerate the reform of the whole operation system and promote the transformation of business outlets actively. It also has great reference significance for the promotion of the future process reengineering of other domestic commercial banks. Although the reengineering of domestic banks has been put forward for many years, But the commercial banks are simply adjusting the functions of the Department Bank, the process is simple to mend, and there is no set of complete, systematic theory and planning. This research is a thorough and subversive innovation to the Jilin Agricultural Bank of Agricultural Bank, which can effectively solve the current agricultural bank and other domestic commercial banks in Jilin province. The cabinet is urgent to solve problems. It can promote the safety, efficiency and enhance the creativity of the counter.
