我国金融机构服务外包业务的发展现状及战略分析

【摘要】:20世纪中期以来,为了在激烈的全球竞争中保持竞争优势,越来越多的企业将部分非核心业务委托给外部企业,从而使自身能够集中精力于企业的核心业务,使企业能够获取更强的竞争优势。在过去的几十年里,金融外包已成为企业界与理论界关心的一个热点。2005年2月,以巴塞尔银行监管委员会为首的联合论坛工作组公布了《金融服务外包文件》,对金融服务外包监管提供指引。文章中定义金融服务外包业务是指金融机构在持续经营的基础上,利用外包商(为公司集团内部的附属实体或公司集团的外部实体)来实施原由自身进行的业务活动。外包的金融服务通常包括如下三种类型:信息技术,业务操作,知识处理。 金融服务外包的实质在于金融企业的重新定位,重新配置各种资源,将资源集中于相对优势领域,从而提升自身的竞争优势,增强持续发展的能力。它涵盖了包括银行在内的各类金融机构。 金融服务外包业务有优厚的利益:以降低成本以提高收益,充分利用前沿技术和技能,转移金融机构的风险,把一些风险转移给了服务外包商。这使金融机构能更好的应对迅速变化的外部市场环境和顾客需求。 本文立足为中国发展金融服务外包提出应对策略,主要围绕以下几个方面展开研究。首先阐述了金融服务外包的定义与内涵,并从经济、管理、社会三个方面详细总结了外包的理论基础。 然后是分析国际金融服务外包发展的现状与趋势,从众多国家中选取了发展本国外包行业最为成功的印度作为案例,全面回顾其发展历程和现状以为我国金融服务外包业务发展提供借鉴。之后又探讨经济危机对金融服务外包的影响,表明全球金融外包的前景依旧光明,未来几年内金融服务外包国际大环境一片大好。 接着本文梳理了我国金融服务外包发展历程,并阐述我国三大金融行业的服务外包业务的现状并总结归纳我国金融机构服务外包目前所面临的问题。 再者,本文归纳出金融金融机构服务外包业务开展中存在的一系列风险问题并分别进行分析,为金融外包如何降低风险提出了自己的建议。 最后,本文在总结归纳前几章的内容的情况下,系统地提出了促进我国金融服务外包发展的战略性建议。
[Abstract]:Since the middle of the 20th century, in order to maintain the competitive advantage in the fierce global competition, more and more enterprises entrust some non-core business to the external enterprises, so that they can concentrate on the core business of the enterprise. To enable enterprises to obtain a stronger competitive advantage. In the past few decades, financial outsourcing has become a hot topic in the business and theoretical circles. The Joint Forum working Group, headed by the Basel Committee on Banking Supervision, released the Financial Services Outsourcing document to provide guidance on the regulation of financial services outsourcing. In this paper, financial services outsourcing is defined as the use of outsourcing firms (which are affiliated entities within the group of companies or external entities of the group of companies) to carry out their own business activities on the basis of continuing operation. Outsourcing of financial services usually includes three types: information technology, business operations, and knowledge processing. The essence of financial service outsourcing lies in the repositioning of financial enterprises, the reallocation of various resources, and the concentration of resources in the field of comparative advantage, thus enhancing their competitive advantage and enhancing their ability of sustainable development. It covers all kinds of financial institutions, including banks. Financial service outsourcing has good benefits: to reduce costs to increase revenue, to make full use of frontier technology and skills, to transfer the risks of financial institutions, and to transfer some risks to service outsourcers. This enables financial institutions to better respond to the rapidly changing external market environment and customer needs. Based on the development of China's financial services outsourcing strategy, mainly around the following aspects of research. Firstly, the definition and connotation of financial service outsourcing are expounded, and the theoretical basis of outsourcing is summarized in detail from three aspects: economy, management and society. Then it analyzes the current situation and trend of international financial service outsourcing, and selects India, which is the most successful outsourcing industry, as a case study from many countries. Comprehensive review of its development process and current situation for China's financial services outsourcing business development to provide reference. Then it discusses the impact of economic crisis on the outsourcing of financial services, indicating that the prospects of global financial outsourcing are still bright, and the international environment of financial services outsourcing in the next few years will be very good. Then this paper combs the development course of our country's financial service outsourcing, and expounds the present situation of our country's three major financial industries' service outsourcing business and summarizes the problems that our financial institutions are facing at present. Furthermore, this paper sums up a series of risk problems in the service outsourcing business of financial institutions and analyzes them separately, and puts forward some suggestions on how to reduce the risk of financial outsourcing. Finally, this paper systematically puts forward some strategic suggestions to promote the development of financial service outsourcing under the condition of summing up the contents of the previous chapters.
