北方银行对俄金融合作对策研究

【摘要】:俄罗斯是中国最大的邻国,黑龙江省是我国对俄经贸合作的桥梁,俄罗斯始终是黑龙江省最大的贸易伙伴。据海关统计,2011年黑龙江省进出口贸易总值为385亿美元,其中对俄进出口总值为189. 9亿,占同期全省进出口总值的49. 3%,占同期全国对俄进出口总值的24%,高居头名。哈尔滨市作为黑龙江省省会城市,是东北亚区域的中心城市和对俄经贸的桥头堡。中国对俄贸易中60%来自哈尔滨,中俄之间的货物流、信息流、资金流以及客流大部分汇集于此。根据中俄两国政府达成的协议,两国双边贸易额2015年前要达到1000亿美元,2020年前要达到2000亿美元。自2002年8月中俄银行合作委员会在上海签订《中国人民银行与俄罗斯联邦中央银行关于边境地区贸易的银行结算协定》以来,中俄边境地区银行金融合作日益紧密。面对世界两大政治经济体求同存异、共同发展的商业契机,如何在激烈的同质化竞争中明确市场定位?如何充分利用地缘优势提高企业的核心竞争力?如何拓展企业特色化经营之路?是摆在国内金融机构眼前亟待解决的问题。本论文以总部根植于哈尔滨市的北方银行为实例,就其如何利用地缘优势发展对俄金融特色化业务进行实证研究。笔者首先从宏观政策、经贸交流、金融合作等方面对中俄两国的发展现状进行客观陈述,针对北方银行开展对俄金融合作的工作特点及现状,指出阻碍其发展的相关问题,并对产生问题的原因进行认真剖析。其次,运用自己两年多来学习MBA相关管理理论和经济知识,结合自身长期从事涉俄工作的管理经验,对北方银行开展对俄金融合作工作今后的总体工作思路、具体工作目标以及可行性进行和为实现对俄金融合作的发展目标所采取的相关措施提出了个人见解。
[Abstract]:Russia is China's largest neighbor, Heilongjiang Province is the bridge of China's economic and trade cooperation with Russia, Russia has always been Heilongjiang Province's largest trading partner. According to customs statistics, the total value of Heilongjiang's import and export trade in 2011 was 38.5 billion US dollars, of which the total value of imports and exports to Russia was 18.9 percent. In the same period, the province's imports and exports accounted for 49.9 percent of the province's total imports and exports. In the same period, the country accounted for the total import and export value of Russia 24, ranking first. As the capital city of Heilongjiang Province, Harbin is the center city of Northeast Asia and the bridgehead of economy and trade with Russia. 60% of China's trade with Russia comes from Harbin, where much of the flow of goods, information, capital and passengers between China and Russia is concentrated. Bilateral trade will reach $100 billion by 2015 and $200 billion by 2020, according to an agreement between the two governments. Since the Sino-Russian Bank Cooperation Committee signed the Bank settlement Agreement on Border area Trade between the people's Bank of China and the Central Bank of the Russian Federation in Shanghai in August 2002, the financial cooperation between the banks in the border area between China and Russia has become increasingly close. In the face of the commercial opportunity of the two major political economies in the world to seek common ground while reserving differences and to develop together, how to define the market position in the fierce homogeneous competition? How to make full use of geographical advantages to improve the core competitiveness of enterprises? How to expand the road of enterprise characteristic management? It is an urgent problem to be solved in front of domestic financial institutions. Taking the Northern Bank rooted in Harbin as an example, this paper makes an empirical study on how to make use of its geographical advantages to develop the special business of Russian finance. First of all, the author makes an objective statement on the current situation of the development of China and Russia from the aspects of macro policy, economic and trade exchanges and financial cooperation, and points out the relevant problems that hinder the development of the northern bank in view of the working characteristics and current situation of the financial cooperation between the northern bank and Russia. And the causes of the problem are carefully analyzed. Secondly, using their own more than two years to study MBA related management theory and economic knowledge, combined with their long-term management experience engaged in Russia-related work, the overall working ideas for the future work of the Northern Bank in carrying out financial cooperation with Russia are put forward. The specific objectives and feasibility of the development of financial cooperation with Russia to achieve the relevant measures taken to put forward personal views.
