金融危机“后遗症”与中国对外投资的战略选择

【摘要】：国际金融危机之后,由危机本身或其应对政策所引起的一系列"后遗症",对全球经济和中国经济的发展形成了阻碍。中国面临的主要问题有三个方面:一是中国出口增长受到外需增长慢的抑制;二是国际主权债务危机加剧了中国外汇储备风险;三是全球流动性过剩增大了中国通胀压力。中国解决这些问题的关键是促进产能和资金向国外转移,而加快对外投资是实现这一目标的必然选择。因此,中国应该进一步放松对对外投资的审批和监管;扩大主权财富基金对外投资规模;加快实施技术追赶型对外投资;继续鼓励资源获取型对外投资;在对外投资过程中注意抓住低碳经济的发展机遇。
[Abstract]:After the international financial crisis, a series of "sequelae" caused by the crisis itself or its coping policies have hindered the development of the global economy and China's economy. There are three main problems facing China: one is that the growth of China's exports is restrained by the slow growth of external demand; the other is that the international sovereign debt crisis has aggravated the risk of China's foreign exchange reserves; and the third is that the excess global liquidity has increased the pressure of China's inflation. China's key to solving these problems is to promote the transfer of production capacity and capital abroad, and speeding up foreign investment is the inevitable choice to achieve this goal. Therefore, China should further relax the examination, approval and supervision of overseas investment; expand the scale of overseas investment of sovereign wealth funds; speed up the implementation of technology catch-up foreign investment; continue to encourage resource-acquiring foreign investment; In the process of overseas investment, attention should be paid to the development opportunities of low carbon economy.
