吉林省农地金融制度研究

【摘要】:自实行家庭联产承包制以来,我国农业取得了较快的发展,摆脱了低效,低产的生产局面,农民的生产积极性得到极大的提高,农业发展相比过去取得了较大的进步。但是,光鲜的成绩背后,掩盖不了这样一个事实,即农村发展面临的信贷不足问题一直没能得到有效解决,农民贷款难,融资难几乎成为农村经济发展的顽疾。吉林省作为我国重要的农业省份之一,在农村经济发展过程中也同样遇到信贷不足问题,农民贷款难、融资难的问题依然突出,依然没能找到有效的解决途径。正是在这样的背景下,笔者借鉴当前农地金融理论,积极探索破解信贷不足问题的办法,并结合发展农地金融的现实意义入手,确定本文的行文思路。本文以农地金融相关理论作为研究基础,运用文献综述法,调查问卷法和模型分析法,从制度创新角度得出构建以土地承包经营权抵押贷款为特征的农地金融制度。农地金融制度的建立对于完善农村信用机制,为农业发展提供低成本的支农资金,促进农村土地市场流转,培育完整的农村土地市场等方面都具有非常重要的现实意义。 本文的主要内容有以下几个部分:第一部分为引言,在简要的阐述本文的选题背景及研究意义的基础上介绍国内外关于农地金融制度发展的相关理论研究,并给出本文的主要研究方案。第二部分为农地金融制度理论及制度变迁,首先对农地金融的相关概念进行界定,然后介绍本文在研究过程中需要用到的经济理论,最后阐述当前国内农地金融制度变迁情况。第三部分作为本文核心章节之一,主要是对吉林省构建农地金融制度进行探讨,首先,论述吉林省农地金融发展现状,侧重在涉农金融机构发展上;其次,介绍吉林省蛟河市,作为试点地区,当前农地金融业务开展情况;再次,从了解农民意愿的角度出发,通过问卷调查方式,收集农民对开展农地金融业务的态度等相关情况,并运用Logistic模型对调研数据进行分析整理,得出影响农民意愿的因素,从而准确反映农民对于开展农地金融业务的态度;最后,通过对吉林省农地金融发展现状和对农民抵押贷款意愿的实证分析,论述吉林省农地金融发展的主要制约因素。 第四部分对国内外农地金融制度发展的实践情况进行介绍,首先,举例介绍发达国家开展农地金融业务的情况,通过分析比较得出发达国家农地金融制度的主要特征,其次,介绍国内一些试点地区开展农地金融业务的情况。第五部分亦是本文的核心章节,在相关研究的基础上,提出构建农地金融制度的基本设想,首先,解决好影响农地金融制度构建的一些前提条件;然后,提出适合吉林省省情的农地金融组织体系,并对组织体系进行简单的说明;最后,为保证农地金融制度的良好运行,应构建一个支持体系,解决制度建立的后顾之忧。
[Abstract]:Since the implementation of the household contract system, agriculture in China has made rapid development, getting rid of the inefficient and low-yield production situation, farmers' enthusiasm for production has been greatly improved, agricultural development has made great progress compared with the past. However, behind the brilliant achievements, it is impossible to conceal the fact that the problem of insufficient credit in rural development has not been effectively solved, and the difficulty of farmers' loans and financing has almost become a stubborn disease of rural economic development. Jilin Province is one of the most important agricultural provinces in our country. In the process of rural economic development, Jilin Province also encountered the problem of insufficient credit, the difficulty of farmers' loans and the difficulty of financing, and still failed to find an effective way to solve the problem. It is under this background that the author draws lessons from the current theory of farmland finance, actively explores the ways to solve the problem of insufficient credit, and begins with the practical significance of developing agricultural land finance, and determines the thinking of this article. Based on the theory of agricultural land finance, this paper uses literature review method, questionnaire method and model analysis method to construct the farmland finance system characterized by mortgage loan of land contract management right from the angle of system innovation. The establishment of rural land financial system is of great practical significance in perfecting the rural credit mechanism, providing low cost fund for agricultural development, promoting the circulation of rural land market and cultivating a complete rural land market. The main contents of this paper are as follows: the first part is the introduction. On the basis of briefly expounding the background and significance of this paper, it introduces the relevant theoretical research on the development of agricultural land finance system at home and abroad. The main research scheme of this paper is also given. The second part is the theory and institutional change of farmland financial system. Firstly, it defines the related concepts of farmland finance, then introduces the economic theory that this paper needs to use in the research process, and finally expounds the current situation of the change of domestic farmland financial system. The third part, as one of the core chapters of this paper, mainly discusses the construction of farmland financial system in Jilin Province. Firstly, it discusses the current situation of agricultural finance development in Jilin Province, focusing on the development of agriculture-related financial institutions. Secondly, introduce Jiaohe City, Jilin Province, as a pilot area, the current agricultural land financial business development situation; Thirdly, from the angle of understanding farmers' will, through the way of questionnaire, collect the farmers' attitude to the development of rural land finance business, and use the Logistic model to analyze and sort out the survey data, and get the factors that affect the farmers' willingness. Thus accurately reflects the farmers' attitude towards the development of agricultural land finance business; Finally, through the empirical analysis of the present situation of the development of agricultural land finance in Jilin Province and the willingness of farmers to mortgage loans, the paper discusses the main restricting factors of the development of agricultural finance in Jilin Province. The fourth part introduces the practice of the development of the agricultural land financial system at home and abroad. Firstly, it introduces the situation of the agricultural land finance business in the developed countries with examples, and obtains the main characteristics of the agricultural land financial system of the developed countries through the analysis and comparison. Secondly, Introduce some pilot areas in China to carry out farmland finance business situation. The fifth part is also the core chapter of this paper, on the basis of relevant research, put forward the basic assumption of the construction of agricultural land financial system, first, to solve some of the preconditions affecting the construction of agricultural land financial system; Then, the paper puts forward the farmland financial organization system suitable for Jilin province, and gives a simple explanation of the organization system. Finally, in order to ensure the good operation of the farmland financial system, we should build a supporting system to solve the problems of the establishment of the system.
