A村镇银行发展对策建议

【摘要】:近年来,党和国家高度重视农业和农村经济的发展以及农民生活水平的提高。农村金融的支持对于农村经济的发展的重要性毋庸置疑,但是在我国的广大农村地区当下依然普遍存在着金融的供给不足、竞争不充分、金融滞后等问题。农村经济的发展已经受到这些因素的阻碍。 要改变农村贷款难的现状,解决农村金融供需矛盾的问题,必须打破国家一直以来对农村金融体系存量改革的思路,村镇银行的出现使得这一改变成为现实,并在一定程度上促进了具有竞争性的农村金融市场的建设。 然而,村镇银行还处于起步和探索阶段,发展面临很多制约因素,在较短的发展过程中已经出现了例如市场定位偏离、可持续发展能力较弱、经营风险大、竞争力偏低等问题,达不到政策设计的预期目的,村镇银行服务“三农”最终呈现的效果受到了这些问题的影响,试点的村镇银行在运行过程中显现的问题亟需梳理解决,以支持其持续发展。 本文规避了对中国整个村镇银行行业考察和分析的困难,通过西部贫困地区具有代表性的A村镇银行进行探索,分析总结其经营现状,以求找到我国村镇银行发展中的问题所在,并在借鉴学习国外实践成功经验的基础上对A村镇银行的未来发展提出对策建议,为村镇银行在西部欠发达地区找到一条可持续发展的道路。 本文由六章构成。 第一章绪论中的主要内容是阐明本文研究的背景、研究的意义和目的、方法和架构以及相关理论基础和文献综述。 第二章的主要内容为我国村镇银行发展的概况和现状,阐明了村镇银行设立的政策背景,村镇银行的定义,村镇银行的特点及其设立的现实意义,并从我国村镇银行的运营状况、注册资金规模和发起行类型等方面介绍了现阶段我国的村镇银行概况。 第三章的主要内容是介绍两种国际上比较成功的村镇银行模式,分别是孟加拉乡村银行(GrameenBank)模式和印度尼西亚人民银行村行系统(BRI-UD)模式,并分析了两种模式各自的特点,然后从中总结出一些相关经验。 第四章主要介绍A村镇银行的运营情况,主要分析了A村镇银行的运营的特点、存在的问题。首先介绍了A村镇银行所在的B市经济金融环境,分析了B市的金融市场存在的问题,然后从存款、贷款、客户结构、贷款管理模式和特色金融产品等方面分析了A村镇银行运营状况,总结了目前取得的成效和存在的主要问题。 第五章采用SWOT分析方法归纳总结了A村镇银行的优劣势和面临的机遇和挑战。 第六章主要是对A村镇银行发展的对策建议。首先明确战略定位和经营方针,然后重点从公司治理、资产负债管理、业务发展、风险管理、内控制度管理、人才建设和信息化保障支持等七个方面提出了具体的措施建议。
[Abstract]:In recent years, the Party and government attach great importance to the development of agriculture and rural economy and the improvement of farmers' living standards. There is no doubt that the support of rural finance is of great importance to the development of rural economy. However, in the vast rural areas of our country, there are still some problems such as insufficient supply of finance, insufficient competition and lagging finance. The development of rural economy has been hindered by these factors. In order to change the present situation of rural loans and to solve the contradiction between supply and demand of rural finance, we must break the thinking of the national reform of the stock of rural financial system all the time. The appearance of village and town banks makes this change a reality. And to a certain extent to promote the construction of competitive rural financial markets. However, the village bank is still in the initial and exploring stage, and the development is faced with many restrictive factors. In the short development process, for example, the market orientation deviates, the ability of sustainable development is weak, the management risk is large, the competitiveness is low, and so on. Unable to achieve the expected purpose of policy design, the effect of village bank service "three rural areas" is affected by these problems, and the problems that appear in the process of operation of the pilot village bank need to be combed and solved to support its sustainable development. This paper avoids the difficulties of investigating and analyzing the whole village banking industry in China, and analyzes and sums up the present operating situation of the representative A village bank in the poverty-stricken areas in the west of China. In order to find out the problems in the development of village banks in our country, and on the basis of learning from the successful experience of foreign countries, this paper puts forward some countermeasures and suggestions for the future development of village banks. For the village banks in the western underdeveloped areas to find a sustainable development of the road. This paper consists of six chapters. In the first chapter, the main content of the introduction is to clarify the background of this study, the significance and purpose of the study, the method and structure, the relevant theoretical basis and literature review. The second chapter is mainly about the general situation and the present situation of the development of the village bank in our country. It clarifies the policy background, the definition of the village bank, the characteristics of the village bank and the practical significance of the establishment of the village bank. This paper also introduces the general situation of village banks in China at present from the aspects of operation status, scale of registered funds and types of initiating banks. The third chapter introduces two successful village bank models, namely, the (GrameenBank) model of Grameen Bank of Bangladesh and the Village Bank of Indonesia (BRI-UD) model. The characteristics of the two models are analyzed, and some relevant experiences are summarized. The fourth chapter mainly introduces the operation of A Village Bank, mainly analyzes the characteristics and problems of the operation of A Village Bank. First of all, it introduces the economic and financial environment of B city where the village bank of A is located, analyzes the problems existing in the financial market of B city, and then analyzes the structure of deposits, loans and customers. This paper analyzes the operation of A village bank from the aspects of loan management mode and characteristic financial products, and summarizes the achievements and main problems. The fifth chapter summarizes the advantages and disadvantages, opportunities and challenges of A Village Bank by SWOT analysis method. The sixth chapter is mainly to A village bank development countermeasure suggestion. First, the strategic orientation and management policy are defined, and then specific measures are put forward from seven aspects: corporate governance, asset liability management, business development, risk management, internal control system management, talent construction and information support.
