跨境人民币业务现状分析及商业银行管理对策

【摘要】：在我国大力推动人民币国际化的大背景下，国务院于2008年推出跨境贸易人民币结算试点业务，，短短四年的时间里，业务试点区域扩展至全国、业务领域从货物贸易拓展至经常项目及部分资本项目，政策步伐不断加快。在市场层面，跨境人民币业务得到了银行和企业的积极响应，业务量飞速发展，伴随着人民币资金的流出，在香港、新加坡、伦敦等主要国际金融市场出现了初具规模的离岸人民币市场。本文就是在此背景下，分析跨境人民币业务的特点与问题，探讨商业银行在跨境人民币业务领域所面临的机遇与挑战。本文首先对现有的跨境人民币业务体系进行了梳理，对跨境人民币业务的内涵进行了扩展，并对我国推动跨境人民币业务的背景及意义进行了探讨。后续本文通过对跨境人民币业务数据进行分析后，总结出现阶段跨境人民币业务发展面临着境外人民币流通有限、地域发展不平衡、投资渠道狭窄、科技系统不发达等问题。但同时，文章分析认为我国发展跨境人民币业务的宏观经济和金融市场条件已经具备，各项制度和基础设施条件也在不断完善中，跨境人民币业务会逐步发展成为国际业务的热点领域。因此，虽然跨境人民币业务现时还面临诸多发展瓶颈，但是商业银行作为金融市场的主要参与者，对待跨境人民币业务既不能过于悲观、也不能盲目乐观，而应该努力把握业务机遇，积极应对市场挑战，认真做好跨境人民币业务发展战略部署和战术规划，否则将在激烈的国际业务竞争中面临落后的局面。最后，本文对商业银行发展跨境人民币业务给出了具体建议，包括夯实客户基础、结合新兴市场打造跨境人民币全产品链、完善跨境人民币经营管理体制以及强化合规管理等发展建议，内容涵盖了从经营策略到具体业务产品。这些意见与建议对商业银行大力发展跨境人民币业务、不断深化国际化经营具有重要的应用价值。
[Abstract]:Against the background of China's efforts to promote the internationalization of the renminbi, the State Council launched the cross-border trade RMB settlement pilot business in 2008. In just four years, the business pilot area was extended to the whole country. Business areas from trade in goods to the current account and part of the capital account, the pace of policy accelerated. At the market level, cross-border RMB business has received positive responses from banks and enterprises. With the rapid development of business volume, with the outflow of RMB funds, in Hong Kong and Singapore, London and other major international financial markets have emerged the initial scale of the offshore renminbi market. Under this background, this paper analyzes the characteristics and problems of cross-border RMB business, and probes into the opportunities and challenges faced by commercial banks in the field of cross-border RMB business. This paper firstly combs the existing cross-border RMB business system, expands the connotation of cross-border RMB business, and discusses the background and significance of promoting cross-border RMB business in China. After analyzing the data of cross-border RMB business, this paper concludes that the development of cross-border RMB business is faced with the problems of limited circulation, unbalanced regional development, narrow investment channels and underdeveloped science and technology system. But at the same time, the article analyzes and thinks that the macroeconomic and financial market conditions for the development of cross-border RMB business in China are already in place, and various systems and infrastructure conditions are also being continuously improved. Cross-border RMB business will gradually develop into a hot area of international business. Therefore, although cross-border RMB business is still facing many bottlenecks, commercial banks, as the main participants in the financial market, should not be too pessimistic or blindly optimistic about cross-border RMB business. We should try our best to grasp the business opportunity, actively deal with the market challenge, and make the strategic arrangement and tactical plan of cross-border RMB business development seriously, otherwise, we will face the backward situation in the fierce international business competition. Finally, this paper gives some concrete suggestions for commercial banks to develop cross-border RMB business, including strengthening the customer base and building the whole product chain of cross-border RMB in combination with emerging markets. Development suggestions for improving cross-border RMB management system and strengthening compliance management cover everything from business strategy to specific business products. These suggestions and suggestions have important application value for commercial banks to develop cross-border RMB business and deepen international operation.
