健全境外投资综合服务体系,促进“走出去”战略的实施——以韩国经验为借鉴

【摘要】：近年来,随着我国境外投资规模广度的扩大和延伸,我国已经发展成为国际市场上一支重要的投资力量。但从整体来看,当前我国的对外投资效率较低、成功率不高,投资行业结构不尽合理,还存在着盲目投资、恶意竞争等现象。究其原因,缺乏对投资对象国或地区法律法规、商业规则、文化差异等的了解和准确把握,是影响我国企业对外投资成效的主要原因。笔者认为:在引导和扶持企业"走出去",特别是鼓励我国民营企业向境外转移产能、提升国际竞争力方面,今后政府应着力于加强对投资热点国家或地区基本信息的提供和分析,建立健全境外投资综合服务体系,为企业"走出去"创造可靠的外部环境。笔者以韩国经验为借鉴,就今后我国境外投资综合服务体系建设提出了几点看法。
[Abstract]:In recent years, with the expansion and extension of the scale of overseas investment in China, China has developed into an important investment force in the international market. However, on the whole, the efficiency of foreign investment in China is low, the success rate is not high, the structure of investment industry is unreasonable, there are still blind investment, malicious competition and so on. The lack of understanding and accurate grasp of the laws and regulations, commercial rules and cultural differences of the investment target country or region is the main reason that affects the effectiveness of Chinese enterprises' foreign investment. The author believes that in guiding and supporting enterprises to "go out", especially in encouraging Chinese private enterprises to transfer production capacity abroad and enhance their international competitiveness, In the future, the government should focus on strengthening the provision and analysis of the basic information of investment hot countries or regions, establishing and perfecting the comprehensive service system of overseas investment, and creating a reliable external environment for enterprises to "go out". Based on the experience of South Korea, the author puts forward some views on the construction of comprehensive service system for overseas investment in China in the future.
