美国智库独立性内涵述评

【摘要】：[目的/意义]针对智库独立性问题,提出智库独立性存在多种理解,很有必要加强理论澄清与实践认知。[方法/过程]通过以美国为例,运用理论研究方法,结合相关文献资料,对美国智库的独立性展开研究,分析了美国智库难保独立性的原因,探讨了美国智库独立性的基因缺陷及由此引发的严重后果。[结果/结论]认为美国智库受到国家意志的影响,有着鲜明的政治倾向,其根本宗旨在于维护和促进美国国家利益。中国新型智库建设必须学习美国智库追求独立的价值品性和实践经验,也要区分其政治话语体系,将智库的理论构建与技术操作分开对待,根据我国具体国情规范智库的运行模式,正确发挥智库在政治话语体系中的智能支持作用。
[Abstract]:[objective / significance] aiming at the independence of think-tanks, it is suggested that there are many understandings of the independence of think-tanks, and it is necessary to strengthen the theoretical clarification and practical cognition. [methods / processes] by taking the United States as an example, we use theoretical research methods. Based on the relevant literature, this paper studies the independence of American think-tanks, and analyzes the reasons why the independence of American think-tanks cannot be guaranteed. This paper discusses the genetic defects of the independence of American think tanks and their serious consequences. [results / conclusions] that American think tanks are influenced by the will of the nation and have a clear political tendency, Its fundamental purpose is to safeguard and promote the national interests of the United States. China's new type of think-tank construction must learn from the American think-tank 's pursuit of independent values and practical experience, and distinguish its political discourse system. The theory construction of think-tank is treated separately from the operation of technology. According to the specific conditions of our country, the operation mode of think-tank is standardized, and the intelligent support function of think-tank in the political discourse system is correctly brought into play.
