以专业化研究影响和改变社会——现代智库的运作与评价

【摘要】：正传统基金会创始人埃德温.福伊尔纳说过:"我们的职责就是影响华盛顿的公共政策共同体,尤其是国会,第二是行政部门,第三是国家新闻媒体。"福伊尔纳的话简约直白地道出了现代智库的主要功能以及评价的标准。现代智库基本的运作及其工作均无外乎三大方面:研究与咨询、传播与推广以及筹款。所有智库的日常工作都在于政策研究与咨询,通过其成果作用于政策和法律,进而影响和改变社会。因此,所有智库均十分注重对自身机构、研究成果乃至学者的推广与传播,甚至借鉴商业营销的方式进行。当然,这一切的基础是具有雄厚的资金。
