我国青年政策智库发展现状及趋势研究

【摘要】：我国青年政策智库形态呈现为团属智库(共青团的各级政策研究室、青少年研究中心、研究所,青年院校、青少年研究会)以及高校系统、党校社科院系统青年研究机构、媒体型青年智库、社会青年智库、跨界协同型智库、网络青年智库等基本类型。青年政策智库在我国共青团工作与青年政策领域中承担着政策研究、决策咨询、信息服务、政策效果评估之功能,扮演着在青年政策领域实现政府与专家共同治策的重要角色,其通过拓展政策影响力、学术影响力和社会影响力进而对青年事务的决策过程和政策效果产生了显著影响。因应社会化与协同化、传媒化与网络化、综合化与精细化三大发展趋势,积极建设新型青年政策智库,发挥其政策研究、决策咨询和工作评估等方面的建设性功能,亦是共青团全面深化组织工作改革创新,以推动实现青年事务治理专业化、科学化、现代化的必由之路。
[Abstract]:The form of youth policy think tanks in China is presented as think tanks at all levels of the Communist Youth League (policy research offices at all levels of the Communist Youth League, youth research centers, research institutes, youth academies, youth research associations), as well as institutions of youth research in institutions of higher learning and the Academy of Social Sciences in party schools. Media-based youth think tanks, social youth think tanks, cross-border collaborative think-tanks, online youth think-tanks and other basic types. The youth policy think-tank has assumed the functions of policy research, decision-making consultation, information service, and policy effect evaluation in the work of the Communist Youth League and in the field of youth policy, and has played an important role in the realization of joint government and expert policies in the field of youth policy. Through the expansion of policy influence, academic influence and social influence, it has a significant impact on the decision-making process and policy effect of youth affairs. In response to the three major development trends of socialization and synergy, media and networking, integration and refinement, we should actively build a new youth policy think tank and give full play to its constructive functions in policy research, decision-making consultation and job evaluation. It is also the only way for the Communist Youth League to deepen the reform and innovation of organizational work in order to promote the professionalization, scientization and modernization of youth affairs management.
