中大型民营企业高级行政助理辅助战略决策职能探析

【摘要】:本文通过以三星的成功案例以及A公司高级行政助理所总管的战略决策参谋机构秘书室进行尝试性参谋的失败案例进行对比分析,结合国内成功的民营企业之经验,讨论当前民营企业高级行政助理在履行辅助战略决策的职能中遇到的问题,寻找在市场经济的环境下,民营企业高级行政助理在企业战略制定中的参谋思维模式,以探讨高级行政助理在工作中如何真正起到参谋作用,为企业最高决策者提供有效的决策依据。论文努力站在战略发展的高度纵览全局,透视个案,运用秘书学、管理学等原理分析问题,深度挖掘当今中国民营企业高级行政助理难以参与战略决策的主要原因:领导没有重视高级行政助理参与战略决策的职能,高级行政助理参与战略决策缺少组织支撑和流程保证,职能界定缺失和个人战略决策参谋意识不足,以及能力严重缺乏。针对存在的问题,本文提出了具有实际操作意义的对策:领导意识方面,最高经营者需要对辅助战略决策有强烈的需求;行政级别方面,高级行政助理需要与各事业部或业务模块负责人的级别同等;权力范围方面,高级行政助理除了需要掌握战略方向指导权以外,还需要掌握具有对各事业部或各业务模块具有牵制性作用的权力;组织关系方面,高级行政助理所负责的秘书室,在战略层面需要与各事业部构成上下指导的关系;组织结构方面,高级行政助理所负责的秘书室应该增加专门的战略决策研究机构;职能界定方面,企业应该明确高级行政助理具有辅助总经理进行战略决策的职能;工作流程方面,高级行政助理需要掌握有效履行参谋职能的七大工作步骤;人员能力方面,高级行政助理辅助战略决策必须具备完善的知识结构以及素质能力。
[Abstract]:This paper makes a comparative analysis of the successful cases of Samsung and the secretarial department of the strategic decision-making staff of the Senior Administrative Assistant Institute of A Company, and combines the experience of the successful private enterprises in China. This paper discusses the problems encountered by senior administrative assistants of private enterprises in performing the functions of supporting strategic decision, and finds out the mode of thinking of senior administrative assistants of private enterprises in the formulation of enterprise strategy under the environment of market economy. In order to probe into how the senior administrative assistant really plays the role of staff in the work, and provides the effective decision basis for the highest decision maker of the enterprise. The paper tries hard to view the overall situation from the height of strategic development, perspective individual cases, apply the principles of secretarial studies, management and other principles to analyze problems. The main reasons why senior administrative assistants in private enterprises in China are difficult to participate in strategic decisions are that leaders do not attach importance to the functions of senior administrative assistants in strategic decision-making. The senior administrative assistant is lack of organizational support and process assurance in strategic decision making, lack of function definition, lack of personal strategic decision advice consciousness, and serious lack of ability. In view of the existing problems, this paper puts forward some practical countermeasures: in the aspect of leadership consciousness, the top managers need to have a strong demand for auxiliary strategic decisions; At the administrative level, the Senior Administrative Assistant is required to be at the same level as the head of the various divisions or business modules; In terms of the scope of authority, the Senior Administrative Assistant, in addition to the need for strategic direction guidance, also needs to have the authority to have a restraining effect on the various business departments or business modules; Organizational relations, the senior administrative assistant responsible for the secretarial office, in the strategic level need to form a relationship with the departments up and down the guidance; In terms of organizational structure, the secretarial department of senior administrative assistant should increase special strategic decision-making research institutions, and the enterprise should clearly define that senior administrative assistant has the function of assisting the general manager in strategic decision-making. In the aspect of work flow, senior administrative assistant needs to master the seven working steps to perform the staff function effectively, and the senior administrative assistant must have perfect knowledge structure and quality ability in terms of personnel ability.
