政府信息资源在智库研究中的价值分析

【摘要】：近年我国智库发展迅速,数量已位居世界第二,但整体水平与智库强国相比还有显著差距。原因之一:我国智库多由高校和地方各研究机构转型而来,缺乏智库所需要的信息积累和智库人才的培养。政府信息资源作为一种战略信息资源,具有一般信息所不具有的层次性、系统性、辐射性、权威性和机密性特质,这些特质赋予了它在智库的研究中具有一般信息资源所不具有的内在能量,加之政府信息资源内容丰富、信息数量庞大,在培养智库人才,推动智库创新理论和提升智库决策咨询能力方面具有无可替代的利用价值。
[Abstract]:In recent years, China's think-tanks have developed rapidly and the number has ranked second in the world, but there is a significant gap between the overall level and the powerful think-tank countries. One of the reasons is that most of the think-tanks in China are transformed from universities and local research institutions, and they lack the information accumulation needed by the think-tanks and the training of the talents of the think-tanks. As a kind of strategic information resource, government information resource has the characteristics of hierarchy, systematicness, radiance, authority and confidentiality that general information does not have. These characteristics endow it with the inherent energy that general information resources do not have in the research of think-tanks. In addition, the government information resources are rich in content and the amount of information is huge. It is of irreplaceable value to promote the innovation theory of think-tank and to improve the ability of decision-making consultation of think-tank.
