哈萨克斯坦经济特区有效管理模式研究

经济特区是经济发展领域最古老,同时也是人类最新观念之一。经济特区是实现这些经济活动组织任务的有效形式之一,如支持落后地区和利用地域优势。许多国家广泛采用了这一区域政策工具,一方面是应对经济全球化,国际分工和生产国际化的挑战,另一方面是加强区域在国家和国际经济关系体系中的作用。今天,经济特区存在于高度发达国家,如英国,美国,法国,日本等其它新兴工业国家以及发展中国家和正在向市场经济过渡的国家。根据估计,全球大约有1.2万个区域,通过经济特区通过约占世界贸易额的10%。在哈萨克斯坦,自2011年以来,开始形成经济特区。在哈萨克斯坦到2050年的长期发展战略中,最重要的优先事项之一是基于开放市场经济的高度外国投资和国内储蓄的经济增长,其中有望实现真正的经济持续增长。实施政府战略的一个积极步骤可以是为经济特区组织有效的管理模式,该模式已列入政府的优先任务清单。“关于哈萨克斯坦共经济特区”的法律于2011年7月21日通过,开始建立10个经济特区。哈萨克斯坦境内的这些区域虽然已经存在了一段时间,但在现阶段,它们并没有为国家经济的发展做出适当的贡献。该国的科学家和经济学家已经考虑过是否是没有有效的区...
