基于整体性治理的山东半岛蓝色经济区政府合作机制研究

【摘要】：山东半岛蓝色经济区发展规划上升为国家区域发展战略以来，其区域内政府合作问题日益受到中央政府和社会的广泛重视。而在当前的发展背景和管理体制下，山东半岛蓝色经济区急需要构建一系列的跨行政区的政府合作机制，来保障区域内政府的有效合作，推进山东半岛蓝色经济区的建设与一体化发展。 由于现有的海陆分离、条块分割的沿海行政管理体制，山东半岛蓝色经济区各地市建设中存在不同程度的发展定位类似、产业结构趋同、发展政策攀比等问题。而各地市政府间合作机制的不健全和不完善，使得各自为政的领导体制、各地政策制度的地方倾向性、地方保护和市场分割、环境资源恶化等问题加剧，，从不同程度上制约了山东半岛蓝色经济区的建设与发展。因此如何来构建和完善山东半岛蓝色经济区政府合作机制，强化地方政府间的横向合作，协调中央和地方政府、区域内各地市政府和政府部门间以及政府和社会的关系，成为促进山东半岛蓝色经济区平衡发展的当务之急。 本文运用整体性治理这一新的治理理论作为山东半岛蓝色经济区政府合作机制构建的指导思想，旨在利用整体性治理的方式、方法解决山东半岛蓝色经济区政府合作机制中的问题，从而实现资源、权力的整合以及多元利益主体间的协调合作。同时本文选取了美国东北海岸的城市群建设和长三角、泛珠三角两个国内最大的沿海经济区进行分析借鉴，以期能对山东半岛蓝色经济区的政府合作有所启示。在整体性治理的分析框架下，通过理论分析、文献研究、案例研究、比较研究等方法的应用，并在分析山东半岛蓝色经济区政府合作机制存在问题及原因的基础上，提出构建整体性政府合作机制的思路和具体方案；从制度体制完善、组织机构构建和合作机制的运行上提出了山东半岛蓝色经济区政府合作的整体性策略模型和运行模式，为其区域发展和政府合作的未来走向提供了一种新的思路。 总之，本文在运用公共管理发展前沿理论的基础上，结合山东半岛蓝色经济区发展现状和发展需要，探讨山东半岛蓝色经济区整体性政府合作机制的可行性途径，以解决区域建设和发展中遇到的合作困境，强化区域政策和利益的协调整合能力。
[Abstract]:Since the development plan of the blue economic zone of Shandong Peninsula has become the national regional development strategy, the government cooperation in the region has been paid more and more attention by the central government and the society. Under the current development background and management system, the Shandong Peninsula Blue Economic Zone urgently needs to build a series of inter-administrative government cooperation mechanisms to ensure effective cooperation within the region. To promote the construction and integration of the blue economic zone of Shandong Peninsula. Due to the existing seaside coastal administration system, there are some problems in the construction of the blue economic zone of Shandong Peninsula, such as the similar development orientation, the convergence of industrial structure, the comparison of development policies, and so on. However, the imperfect and imperfect mechanism of cooperation between local and municipal governments has exacerbated the problems of the leadership system of self-administration, the local tendency of local policy systems, the division of local protection and market, the deterioration of environmental resources, and so on. It restricts the construction and development of the blue economic zone of Shandong Peninsula to some extent. Therefore, how to construct and perfect the governmental cooperation mechanism of the blue economic zone of Shandong Peninsula, strengthen the horizontal cooperation among local governments, coordinate the relations between the central and local governments, between local governments and government departments in the region, and between the governments and the society, To promote the blue economic zone Shandong Peninsula balanced development of the top priority. This paper uses the new governance theory of holistic governance as the guiding ideology of the government cooperation mechanism of the blue economic zone of Shandong Peninsula, aiming to make use of the mode of holistic governance. Methods to solve the problems in the governmental cooperation mechanism of the Blue Economic Zone of Shandong Peninsula, so as to realize the integration of resources and power and the coordination and cooperation among the multi-interest subjects. At the same time, this paper selects the urban agglomeration construction of the northeast coast of the United States and the Yangtze River Delta and the Pan-Pearl River Delta to analyze and draw lessons from the two largest coastal economic zones in China, in order to enlighten the government cooperation in the blue economic zone of Shandong Peninsula. In the framework of holistic governance, through theoretical analysis, literature study, case study, comparative study and other methods of application, and on the basis of analyzing the problems and reasons of the government cooperation mechanism in the blue economic zone of Shandong Peninsula, Put forward the train of thought and concrete plan of constructing the whole government cooperation mechanism, put forward the whole strategy model and operation mode of the government cooperation in the blue economic zone of Shandong Peninsula from the aspects of the perfection of the system, the construction of the organization and the operation of the cooperation mechanism. It provides a new way of thinking for the future of regional development and government cooperation. In a word, on the basis of the development frontier theory of public management, combining the present situation and development needs of the blue economic zone of Shandong Peninsula, this paper probes into the feasible ways of the overall governmental cooperation mechanism of the blue economic zone of Shandong Peninsula. In order to solve the difficulties of cooperation in regional construction and development, strengthen the coordination and integration of regional policies and interests.
