吉林省政府推进战略性新兴产业发展对策研究

【摘要】：国际金融危机以来，世界经济格局发生了深刻地变化，以重大技术突破和重大发展需求为基础的战略性新兴产业已成为引领未来经济社会发展的重要力量。2010年，国务院出台了《关于加快培育和发展战略性新兴产业的决定》（国发〔2010〕32号）。在此基础上，吉林省政府于2011年出台了《吉林省战略性新兴产业培育计划（2011-2015年）》（吉政发〔2011〕22号），计划通过5到10年的努力，不断扩大产业规模，优化产业结构，增强创新能力，形成布局合理、牵动性大、竞争力强的战略性新兴产业体系和产业格局，使战略性新兴产业成为我省国民经济的先导和支柱产业。论文以吉林省发展战略性新兴产业为研究对象，以新公共管理理论为指导，对全省战略性新兴产业发展的现状进行了解析。从目前的实际情况来看，，吉林省战略性新兴产业发展处于起步阶段,产业规模相对来说还比较小，产业链条相对来说还比较短，带动能力和整体竞争实力不强；企业自主创新主体地位尚未确立，区域创新能力较弱，缺乏产业核心技术；科技投入相对仍然不足，科技成果转化能力还需进一步提高；很多产业发展的体制机制、市场环境等还不健全，缺少产业领军人才，各类服务体系还需完善。笔者认为，加快培育和发展战略性新兴产业是贯彻落实科学发展观，转方式、调结构、促发展的重要途径，是实现吉林老工业基地全面振兴的重要举措，是解决经济危机造成经济停滞增长的有效途径。作为政府部门，应当高度重视、科学谋划、强化措施，加大实施力度、加快产业发展速度、提高产业发展质量、扩大产业发展规模，为企业发展创造良好的、公平的竞争环境，推进吉林省战略性新兴产业快速持续健康发展，使战略性新兴产业尽快成为先导性和支柱性产业，增强吉林省发展实力，促进吉林省早日实现全面建成小康社会的奋斗目标。本文共分五部分：第一部分绪论，对论文的研究意义、研究框架和研究方法进行了简要介绍；第二部分，简要对吉林省战略性新兴产业发展概况进行了阐述。第三部分，对吉林省政府推进战略性新兴产业发展现状及存在的主要问题了评价。第四部分对国内外政府推进战略性新兴产业发展经验借鉴进行了阐述。第五部分，在分析战略性新兴产业发展面临的主要问题的基础上，对吉林省政府推进战略性新兴产业发展提出建议：一是实施重点突破带动战略性新兴产业发展。二是提升传统产业催生战略性新兴产业发展。三是加快科技创新驱动战略性新兴产业发展。四是建设人才队伍支撑战略性新兴产业发展。五是培育新兴市场拉动战略性新兴产业发展。六是加强交流合作促进战略性新兴产业发展。七是强化资本集聚支持战略性新兴产业发展。八是营创发展环境加快战略性新兴产业发展。
[Abstract]:Since the international financial crisis, the world economic pattern has undergone profound changes. The strategic emerging industries, based on major technological breakthroughs and major development needs, have become an important force leading the future economic and social development in.2010. It is still relatively short, not strong in driving ability and overall competitive power; the main position of independent innovation of enterprises has not been established, regional innovation ability is weak, the core technology of industry is short, the investment of science and technology is still insufficient, and the transformation ability of scientific and technological achievements needs to be further improved, and the institutional mechanism and market environment of many industrial development are still not sound, The author believes that accelerating the cultivation and development of strategic emerging industries is an important way to implement and implement Scientific Outlook on Development, transfer mode, structure and promote development, and is an important measure to realize the comprehensive revitalization of the old industrial base in Jilin, which is an effective way to solve the economic stagnation and increase the economic stagnation. As a government department, we should attach great importance to the scientific plan, strengthen measures, strengthen the implementation, speed up the speed of industrial development, improve the quality of industrial development, expand the scale of industrial development, create a good and fair competitive environment for the development of enterprises, and promote the rapid and sustained and healthy development of strategic emerging industries in Jilin Province, and make strategic emerging.
