公共政策制定的利益博弈分析

【摘要】：公共政策是政府履行行政职能、实施公共管理的重要手段，包括制定、执行、评估等环节。公共政策制定是公共政策主体在公共性价值引导下，整合相关主体利益关系的过程，是公共政策的首要环节，其好坏直接决定公共政策的执行效果，影响政府管理效率。公共政策制定过程涉及多方面的利益关系，包括公共政策的制定主体、执行主体和政策对象。他们作为局中人积极参与公共政策制定的利益博弈过程。如何通过有效的博弈规范，引导各利益主体的策略行为，制定出有效的公共政策是本文的研究重点。改革开放以来，利益多元化格局逐步形成，各利益主体有着自己清晰的利益诉求。公共政策作为社会价值分配的重要工具，成为利益主体争夺的对象。中央政府在制定公共政策时，必须考虑到作为公共政策执行主体的利益和政策对象的利益。中央政府主张的是公共利益、长远利益，而地方政府更关注于地方自身的利益，不同的政策对象也有各自的利益诉求。在价值失范、制度不健全的条件下，各局中人在利益博弈中出现多种问题。基于此，本文以博弈模型作为工具，通过价值分析、利益分析，，理清公共政策制定博弈过程中不同利益主体的利益主张及其相互关系，分析博弈过程中出现的各种问题的利益根源。最后通过价值重构、利益整合和制度建设将公共政策制定从非合作博弈引向合作博弈，由负和博弈、零和博弈引向正和博弈。最终达到优化公共政策制定，提高公共政策效益的结果。
[Abstract]:Public policy is an important means for the government to perform administrative functions and implement public management, including formulation, implementation, evaluation and so on. Under the guidance of public value, public policy making is the process of integrating the interests of relevant subjects and the primary link of public policy, which directly determines the implementation effect of public policy and affects the efficiency of government management. The process of public policy-making involves a variety of interests, including the main body of making public policy, the subject of execution and the object of policy. They take an active part in the interest game process of public policy making. How to guide the strategic behavior of various stakeholders and formulate effective public policies through effective game rules is the focus of this paper. Since the reform and opening up, the pattern of interest diversification has gradually formed, and each interest body has its own clear interest demands. As an important tool of social value distribution, public policy has become the object of the main body of interest. When making public policy, the central government must take into account the interests of the subject of public policy execution and the interests of the policy object. The central government advocates public interests and long-term interests, while local governments pay more attention to local interests, and different policy objects have their own interests. Under the condition that the value is out of order and the system is not perfect, there are many problems in the benefit game. Based on this, this paper takes the game model as a tool, through value analysis, interest analysis, to clarify the interests of different stakeholders in the process of public policy making game and their mutual relations. Analyze the benefit root of all kinds of problems in the process of game. Finally, through value reconstruction, interest integration and system construction, public policy making is led from non-cooperative game to cooperative game, from negative sum game to zero-sum game to positive sum game. Finally, to optimize the formulation of public policy, improve the effectiveness of public policy results.
