兰物所元器件采购流程再造研究

【摘要】:随着国民经济的快速发展,航天产业也迎来了发展的高峰期。航天供应链管理也面临了巨大的挑战,尤其在缩短产品生命周期、提高工作效率等方面提出了更高的要求。同时,结合近几年兰物所的快速发展要求,对科研生产及元器件管理提出了更高的要求。面对急用元器件买不来,合同不能及时签订、付款不及时,不按期交货等问题,影响了兰物所经济效益的实现以及生产的正常进行。为此,我们需要对兰物所元器件采购流程进行重建,通过加强采购需求的管理、改进采购方法、理顺合同管理流程和建立健全供应商管理制度等措施,使兰物所元器件采购管理水平上一个台阶,增强其综合竞争力。 基于以上研究背景,本文在对相关理论进行梳理的基础上,首先从航天元器件的基本管理要求、现有的元器件采购管理的流程中分析了兰物所元器件采购管理现状,通过ASEM分析法查找出了元器件管理中存在的问题,并通过这些问题深入剖析了问题的根本原因。其次根据存在的问题和原因,通过整体分析,提出了元器件采购流程再造的整体方案,并从元器件采购需求流程再造、元器件采购及合同管理流程再造、供应商管理流程再造、元器件入库付款流程再造等四个方面对采购整个流程进行了设计,解决了元器件采购中现有突出的管理问题,将有效提高管理效率。在流程再造的方案中,主要通过建立元器件选用规范、简化元器件需求审批流程、建立元器件预配套机制、转变采购思路、改进采购模式、优化比价和采购管理、明确供应商准入、考核评价、动态管理要求、增加入库人员配置、加强付款计划管理来进行流程再造。最后,提出了流程再造的实施方案,方案主要从元器件采购管理组织改进、元器件采购考核机制的完善、管理制度的修订完善、建立完整的物资信息系统四个方面来促进流程的实施,以达到流程再造的最佳效果。
[Abstract]:With the rapid development of the national economy, the aerospace industry has also ushered in the peak period of development. Space supply chain management has also faced enormous challenges, especially in shortening the product life cycle, improving work efficiency and other aspects of higher requirements. In light of the rapid development requirements of the Orchid Institute in recent years, higher requirements have been put forward for scientific research and production and the management of components and components. Faced with such problems as the urgent use of components cannot be purchased, the contract cannot be signed in time, the payment is not timely, and the delivery of goods is not on schedule, etc. For this reason, we need to rebuild the purchasing process of the components and components of the Orchid Institute, and improve the purchasing method by strengthening the management of the purchasing demand. Some measures, such as straightening out the contract management process and establishing and perfecting the supplier management system, can make the purchasing management level of the components and components of the Orchid Institute rise to a higher level and enhance its comprehensive competitiveness. Based on the above research background, on the basis of combing the relevant theories, this paper firstly analyzes the current situation of the procurement management of components and components in Lanwu Institute from the basic management requirements of aerospace components, the current process of procurement management of components and components. The problems in component management are found out by ASEM analysis method, and the root causes of the problems are deeply analyzed. Secondly, according to the existing problems and causes, through the overall analysis, The whole project of the procurement process reengineering of components is put forward, and the process reengineering of the purchasing demand, the procurement and contract management of components, the reengineering of the supplier management process, the reengineering of the purchasing process of components and components, The whole procurement process is designed in four aspects, such as the reengineering of the payment process of components into the warehouse, which solves the existing outstanding management problems in the procurement of components and devices, and will effectively improve the management efficiency. Mainly through establishing the standard of the selection of components, simplifying the process of examination and approval of the requirements of components, establishing the pre-matching mechanism of components and components, changing the purchasing mentality, improving the purchasing mode, optimizing the price comparison and purchasing management, clarifying the access of suppliers, examining and evaluating, Dynamic management requirements, increasing the staffing into storage, strengthening the payment plan management to carry out process reengineering. Finally, put forward the implementation plan of process reengineering, the program mainly from the components procurement management organization improvement, In order to achieve the best effect of process reengineering, it is necessary to improve the inspection mechanism of procurement of components, the revision of management system, and the establishment of a complete material information system to promote the implementation of the process.
