基于供应链的高校协同创新体系研究

【摘要】:协同创新是整合创新资源、提高创新效率的有效途径,已经成为当今世界科技创新活动的新趋势。因此,本文将供应链理论运用到高校协同创新中,在我国高校协同创新发展现状及问题的分析基础上,筛选出协同创新的关键影响因素,构建了基于供应链的高校协同创新的信息共享物理平台,分析了协同创新的协调机制和运行机制,以期实现高校协同创新体系的集成管理。本文主要的研究内容及结论包括: (1)充分论证了供应链理论在高校协同创新中的可行性 基于供应链理论及高校协同创新理论分析,从高校协同创新链与供应链理论之间存在的理念的趋同性、目标的相似性、主体的关联性、结构的一致性和方法的互通性等方面,充分论证了引入供应链理论研究高校协同创新具有可行性和积极意义。并依据供应链管理的基本思想,建立了高校协同创新的研究脉络,即认识主体要素、理清影响因素、搭建物质基础(信息平台的构建)、提出过程保障(运行体系、协调机制和运行机制)、评价创新效率。 (2)运用粗糙集法筛选了高校协同创新的关键影响因素 高校协同创新参与主体受到众多因素的影响,各影响因素在协同创新过程中呈现出复杂的作用关系,且对参与主体的影响程度难以确定。首先,对影响高校协同创新的内外部因素进行了定性分析;然后,运用粗糙集理论将影响高校协同创新的因素作为高校协同创新条件属性,将创新能力作为高校协同创新决策属性,运用粗糙集属性重要度原理,分析高校协同创新过程各影响因素对各参与主体的相对重要性,进而筛选出影响高校协同创新的关键影响因素以内部因素为主,包括人才因素、管理因素、资本因素和信息因素,为构建基于供应链的高校协同创新体系奠定理论基础。 (3)运用供应链理论构建了基于供应链的高校协同创新体系 综合考虑高校协同创新关键影响因素,界定了基于供应链的高校协同创新内涵及其基本特征,选取了高校、科研院所、政府机构、金融机构、企业组织、用户作为协同创新主体,构建了基于供应链的高校协同创新体系框架,最后从环境管理、人才管理、投融资、组织、信息共享等方面分析了基于供应链的高校协同创新运行机制,为后续的效率评价和信息共享平台设计提供理论框架。 (4)基于博弈模型研究了高校协同创新的协调机制 协同创新资源共享机制意在阐明三个协同创新参与方如何把创新资源在三个参与主体间进行快速有效的整合、集成、共享,提高协同创新系统的效益和效率。基于建立的政府、高校和企业在内的三方博弈模型研究发现,政府监管部门的有效监管引导是影响协同创新资源共享的关键因素。政府通过专项资金投入和税收优惠调动协同创新主体参与资源共享的积极性,把政府导向和市场需求有效结合,通过政府引导和市场配置相结合,实现协同创新系统的高效运作。通过基于夏普利(Shapley)值建立的协同创新收益合理分配模型分析,通过协同创新,高校及研究院所、企业、政府三类主体合作得到的收益比单一或者任意两类主体合作得到的收益多。协同创新可以使各方利益达到最优,实现了帕累托最优,从而最终实现“共赢”的目的。 (5)运用DEA方法构建了基于供应链的高校协同创新效率评价模型 绩效评价是对高校协同创新效率管理的衡量标尺。如何衡量和改进供应链管理中高校协同创新的绩效,形成有效的协同和最优的绩效,是验证协同创新体系科学合理性的关键环节。在对比分析现有的效率评价方法优缺点基础上,选取DEA作为高校协同创新效率评价方法,通过分析效率评价指标的质量特征及影响高效协同创新效率的因素,筛选出高校协同创新效率评价理论指标,构建了基于DEA的协同创新效率评价模型,,并对模型进行了实证研究。
[Abstract]:Collaborative innovation is the integration of innovation resources, effective way to improve the efficiency of innovation, has become the new trend of world science and technology innovation activities. Therefore, the supply chain theory to collaborative innovation, based on analyzing China's current situation and problems of the development of university collaborative innovation, screening out key influencing factors of collaborative innovation. The construction of the supply chain collaborative innovation information sharing platform based on physical analysis, collaborative innovation coordination mechanism and operation mechanism, to realize the integrated management of university collaborative innovation system. The main research contents and conclusions include:
(1) the feasibility of supply chain theory in collaborative innovation in Colleges and universities is fully demonstrated
Theoretical analysis of supply chain collaborative innovation theory and university based on Collaborative Innovation between the chain and the supply chain theory from the convergence, the similarity of target, correlation subject, interoperability conformance and method of structure, fully demonstrated the introduction of supply chain theory research on university collaborative innovation has feasibility and positive. And according to the basic idea of supply chain management, the research context of established collaborative innovation, namely, understanding the main elements, clarify the influence factors, build the foundation (building information platform), put forward Cheng Baozhang (operation system, coordination mechanism and operation mechanism), to evaluate the innovation efficiency.
(2) the key influencing factors of collaborative innovation in Colleges and universities are screened by rough set method
Collaborative Innovation participation is affected by many factors, the factors influencing the effect of showing the complex relationship in collaborative innovation process, and the influence degree of participation are difficult to determine. First of all, of the internal and external factors of collaborative innovation are analyzed; then, using the theory of the influence factors of university collaborative innovation rough as the university collaborative innovation condition attributes and innovation ability as the university collaborative innovation decision attribute, using rough set attribute importance principle, analysis of the influence factors of university collaborative innovation process on the relative importance of each participating entity, and then filter out the key influence factors of influencing university collaborative innovation to internal factors, including human factors, management factor, capital factor and information factor for the construction of supply chain collaborative innovation system based on the theoretical basis.
(3) construction of cooperative innovation system based on Supply Chain Based on Supply Chain Theory
Considering the key influencing factors of innovation of university cooperation, the definition of supply chain collaborative innovation based on the connotation and basic features, selected universities, research institutes, government agencies, financial institutions, business organizations, as the main users of collaborative innovation, construct innovation system framework of collaborative supply chain based on universities, finally from the environmental management personnel. Management, financing, organization, information sharing and analysis of collaborative innovation mechanism of Supply Chain Based on universities, providing the theoretical framework for the design of platform sharing efficiency evaluation and subsequent information.
(4) based on the game model, the coordination mechanism of collaborative innovation in Colleges and universities is studied
Collaborative innovation resource sharing mechanism to clarify the three party to participate in collaborative innovation to innovation resources to participate in the three inter subject integration, rapid and effective integration, sharing, improve the effectiveness and efficiency of collaborative innovation system. Collaborative innovation can make the interests of all parties achieve the best and achieve Pareto optimality, so as to achieve the goal of "win win" at last.
(5) the efficiency evaluation model of collaborative innovation based on Supply Chain Based on supply chain is constructed by DEA method
The performance evaluation of university collaborative innovation efficiency management measure. How to measure and improve the supply chain management in Colleges and universities collaborative innovation performance, the formation of cooperative and optimal effective performance, is to verify the collaborative innovation system of scientific rationality. The key link in the comparative analysis efficiency of the existing evaluation methods based on the advantages and disadvantages of the DEA is chosen as the university the evaluation method of collaborative innovation efficiency, quality characteristics and influencing factors through the analysis of the efficiency evaluation index, collaborative innovation efficiency, selected university collaborative innovation efficiency index evaluation theory, build collaborative innovation efficiency evaluation model based on DEA, and the model of the empirical research.
