军工企业LT集团采购管理中元器件供应商的选择与评价

【摘要】:所有军品的构成均离不开各种类型的元器件,因此元器件的好坏已经成为影响军品质量的关键因素。所以,对元器件的采购管理是当前军工企业管理工作的重中之重。随着社会主义市场经济体制的不断深入改革,军工行业也将逐步实现由计划经济体制向市场经济体制转变,从而影响了我国的整个军品市场。军工科研企业的元器件采购管理一直处于松散状态,致使元器件质量得不到保障,进而影响了整体军工产品的质量。所以,要做好元器件的控制管理,不仅要从企业外部抓起,而且还要在企业内部分别从采购前后对元器件进行控制,进而加强对采购元器件的基础工作的管理、验收控制、不合格品控制,并且加强对元器件供应商的选择、控制和评价,只有这样才能够做好军用元器件的采购管理。本文运用采购管理和供应链管理的理论依据,对元器件采购前后的管理进行了研究,主要的工作及研究结论:(1)军用元器件采购前的管理工作。管理工作主要包括元器件采购前针对采购人员的管理思想培训和管理技术培训,并制定元器件选用的优选标准指标和需求计划。在此基础上,结合LT集团的实际情况,运用AHP层次分析法分析供应商的评价指标体系,最终选择合格供应商的案例。在选择合格供应商后,派出军事代表以质量为重心对购入元器件的检验、研发、生产使用等全过程的管理进行监督,并介绍了军事代表基本的监督职责和监督程序。(2)军用元器件采购后的管理工作。这个管理工作是以保证元器件的质量为核心的。在严格执行GJB9001A-2001质量管理标准的基础上,制定了采购后元器件质量检验的要求和程序;然后制定了不合格品的控制及纠正措施,包括不合格品的组织控制机制及职责、不合格品的控制程序及其相应的纠正措施;其次,对元器件供应商进行综合评估和管理,制定了相应的职责及其实施办法;最后,对采购人员的绩效进行了评估并制定了相应的激励和惩罚措施。本文的研究对提高LT集团的采购管理水平,降低产品成本、提高经济效益有所帮助。
[Abstract]:All the components of the military products can not be separated from various types of components, so the quality of the components has become the key factor affecting the quality of the military products. Therefore, the procurement management of the components is the most important part of the management of the military industry. With the continuous deepening of the socialist market economic system, the military industry will be gradually realized. From the planned economic system to the market economy system, it affects the whole military market of our country. The purchase and management of components of military industry and scientific research enterprises has been in a loose state. The quality of components can not be guaranteed and the quality of the whole military product is affected. Therefore, the control and management of components should be done well not only from the enterprise. External grasp, and also in the enterprise within the procurement of components before and after the control of the components, and then strengthen the management of the basic work of the procurement components, acceptance control, unqualified products control, and strengthen the selection, control and evaluation of the component suppliers, only this can do well in the procurement management of military components. Based on the theoretical basis of procurement management and supply chain management, the management of components before and after procurement is studied. The main work and research conclusions are as follows: (1) the management of military components before procurement. The management work mainly includes the training and management of the management of the procurement personnel before the purchase of the components, and the selection of components for the selection of components. On this basis, on this basis, combined with the actual situation of LT group, we use AHP analytic hierarchy process to analyze the supplier evaluation index system, and finally choose the case of qualified suppliers. After selecting qualified suppliers, the military representative is sent to the inspection, research and development, production and use of components with the quality as the center of gravity. The management of the process is supervised, and the basic supervision duties and supervision procedures of the military representatives are introduced. (2) the management after the procurement of military components. This management work is to ensure the quality of the components as the core. On the basis of strict implementation of the GJB9001A-2001 quality management standard, the quality inspection of the components after the purchase is formulated. And then formulating the control and correction measures of unqualified products, including the organization control mechanism and responsibility of unqualified products, the control procedures of unqualified products and the corresponding corrective measures. Secondly, the comprehensive evaluation and management of the suppliers are carried out, and the corresponding responsibilities and their implementation methods are formulated. Finally, the performance of the purchasing personnel is made. The paper evaluates and sets up the corresponding incentive and punishment measures. This paper is helpful to improve the management level of LT group, reduce the cost of product and improve the economic benefit.
