基于供应链管理环境下广州发展电力集团有限公司电煤采购模式研究

【摘要】:我国以煤电为主的能源结构决定了电力供应稳定取决于电煤的稳定供应。从2013年起,电煤市场发生了重大变革,,国家取消了电煤价格双轨制,“市场煤、计划电”的问题越发突出。因此,研究新形势下电煤供应链管理及采购新模式,对电力企业应对错综复杂的电煤市场,保障电煤供应,降低成本具有重要意义。 本文以广州发展电力集团有限公司的电煤供应链及采购模式为研究对象,以相关的供应链管理理论为基础,通过文献分析、理论分析、比较分析及定性和定量相结合等方法对该公司的电煤供应链管理及采购过程中遇到的具体问题进行较为深入的探讨和研究。通过分析发现,该公司的电煤供应链管理存在诸多问题,包括没有与上游供应商形成战略合作关系、需求预测的准确性与计划管理的科学性不足、电煤物流运输管理水平待提高、供应链信息交互存在障碍、内部管理存在薄弱环节等。 针对存在的问题,本文结合当前先进的供应链管理理论,通过借鉴当前国内外电力企业电煤供应链管理经验,认为在供应链管理环境下,该公司的电煤采购模式要满足电煤供应链管理要求,必须进行优化和改进。改进的主要措施有:引入供应链管理思想和构建供应链管理战略、基于供应链管理环境重新构建电煤采购管理架构、对电煤采购流程进行再造、与供应链上游企业建立战略合作关系、建立供应商选择评价体系、建设供应链管理信息平台、改善库存管理、优化短途驳运管理及加强管理人才队伍的建设等。这些措施优化了电煤供应链管理流程和采购模式,使其更符合企业的战略目标和管理要求,是电力企业引入供应链管理思想的新尝试,对我国发电企业的运营实践具有重要的理论意义和应用价值。
[Abstract]:The power supply stability in China depends on the coal power supply. Since 2013, the power coal market has undergone major changes, the state has abolished the two-track system of coal prices, and the problem of "market coal, planned electricity" has become increasingly prominent. Therefore, it is of great significance for electric power enterprises to deal with the complicated coal market, to ensure the supply of thermal coal and to reduce the cost by studying the new mode of supply chain management and purchasing of thermal coal under the new situation. This paper takes the supply chain and purchasing mode of power coal of Guangzhou Development Power Group Co., Ltd as the research object, based on the relevant supply chain management theory, through the literature analysis, theoretical analysis, By comparing and analyzing and combining qualitative and quantitative methods, the problems encountered in the process of supply chain management and purchasing of thermal coal in the company are discussed and studied deeply. Through analysis, it is found that there are many problems in the power coal supply chain management, including the lack of strategic cooperation with upstream suppliers, the lack of accuracy of demand forecasting and the lack of scientific planning management. The management level of power coal logistics transportation needs to be improved, the information exchange of supply chain is blocked, and the internal management is weak, etc. In view of the existing problems, this paper combines the current advanced supply chain management theory, through drawing lessons from the current domestic and foreign power enterprises power coal supply chain management experience, think that in the supply chain management environment, In order to meet the requirement of supply chain management of thermal coal, the company must optimize and improve its purchasing mode. The main measures for improvement include: introducing the idea of supply chain management and constructing supply chain management strategy, reconstructing the purchasing management framework of thermal coal based on supply chain management environment, and reengineering the purchasing process of thermal coal. Establishing strategic cooperative relationship with upstream enterprises of supply chain, establishing supplier selection and evaluation system, constructing information platform of supply chain management, improving inventory management, optimizing management of short distance barge transportation and strengthening the construction of management personnel, etc. These measures have optimized the supply chain management process and procurement mode of power coal, making it more in line with the strategic objectives and management requirements of the enterprise, and it is a new attempt for electric power enterprises to introduce the supply chain management idea. It has important theoretical significance and application value to the operation practice of power generation enterprises in our country.
