【摘要】:首秦公司是一家大型钢材制造企业。近几年来,首秦公司对研发新产品和开拓新市场两个方面倾注了很多的心血,但企业的利润并没有因此得到一个很好地提升。经过调查研究,首秦公司每年在采购原材料上花费的成本要占公司花费的总成本的70%左右,但是企业对于采购管理的重视做的并不够。造成首秦公司收益低的根本原因之一就是这种长期处于低效率状态的采购管理。 采购管理的主要工作内容包括物料的采购、采购活动和采购对生产经营活动造成的影响。它应该是一个贯穿于企业的链条。本文在对目前首秦公司采购管理现状的深入研究的基础上,并结合企业的实际情况,对公司采购管理的内部流程进行了重新设计。在对首秦公司采购管理内部体系进行重新设计的过程中,引入了采购管理制度化和流程化的新思想,并对采购管理模式进行了业务流程再造。在保证严格的规章制度的前提下,对采购管理流程进行了简化,并把握住流程中的关键点,以确保企业内部供应链的畅通。通过扁平化组织结构的建立,重新确立了相关人员的职责,,并把对采购管理问题的研究与对企业内部进行的控制联系到一起。 本文同时也为其它类型相似的制造型企业在未来如何通过网络招标系统和电子化供应链系统提升企业的竞争力给出了一些切实可行的建议和意见。
[Abstract]:Shouqin Company is a large steel manufacturing enterprise. In recent years, Shouqin Company has devoted a lot of effort to developing new products and opening up new markets, but the profits of the enterprises have not been improved very well. Through investigation and research, Shouqin Company spends about 70% of the total cost of purchasing raw materials every year, but the enterprise does not pay enough attention to purchasing management. One of the fundamental reasons for the low profit of Shouqin Company is the long-term inefficient purchasing management. The main work of purchasing management includes material purchasing, purchasing activities and the impact of purchasing on production and operation activities. It should be a chain running through the enterprise. Based on the deep study of the current situation of procurement management in Shouqin Company and the actual situation of the enterprise, this paper redesigns the internal process of the procurement management of the company. In the process of redesigning the internal system of procurement management of Shou-Qin Company, a new idea of institutionalization and flowsheet of procurement management is introduced, and the business process reengineering of procurement management mode is carried out. On the premise of strict rules and regulations, the procurement management process is simplified, and the key points in the process are grasped to ensure the smooth flow of the supply chain within the enterprise. Through the establishment of flat organizational structure, the responsibilities of related personnel are re-established, and the research on procurement management is linked to the internal control of the enterprise. This paper also gives some practical suggestions and suggestions on how to improve the competitiveness of other similar manufacturing enterprises through network bidding system and electronic supply chain system in the future.
