河北省蔬菜质量追溯信息体系研究

【摘要】:充足、安全、营养的食物供给是人类生活的第一要求,然而近几年来食品安全事件屡屡出现,肉类出现“瘦肉精”,蔬菜出现“毒蔬菜”,粮食出现“毒大米”,“舌尖上的安全”成为人们关注最多讨论最多的问题。如何有效确保食品质量安全,保证人民群众身体健康、生命安全,如何在类似的质量安全事件发生后能够及时有效的进行追根溯源,已成为政府部门、企业、个人共同关心的问题,成为新时期摆在人们面前的一个难题。可追溯体系是一种明确潜在责任的质量管理体系,控制质量安全的有效方法,日益受到世界各国重视。食品安全的源头和根本是农产品安全,没有农产品的安全就不可能有食品安全的保障。蔬菜是重要的农产品之一,蔬菜质量安全是农产品和食品安全的重要组成部分。本论文以河北省蔬菜为例,借鉴国内外对农产品质量追溯信息体系建设的认识和实践,在对河北省11个市,40个县内的农户、市场、超市进行实地调研的基础上,运用供应链、利益相关者理论通过参与蔬菜流通过程中的主体关系分析,确定了蔬菜产销之间的流通网络,有效的蔬菜质量安全管理就是要从产前、产中、产后的存储、运输加工及销售的每一个环节信息进行监控和管理,在此基础上,明确了重点研究的信息主体和重要的信息节点。选择批发市场、生产加工企业、超市作为信息的采集点,建立检测指标体系及监控流程管理。而后从运行机制、监管体制、管理设计、实施方案四方面构建蔬菜质量追溯信息体系,明确国家、企业、消费者所应有的作为,实现蔬菜全程质量信息追溯。最后提出建立健全蔬菜质量追溯体系乃至农产品质量追溯体系建设的意见和建议。本人通过研究,为蔬菜质量追溯信息体系建设以及农业相关政府部门决策提供科学依据,为保证消费者的身体健康做出贡献。
[Abstract]:Adequate, safe and nutritious food supply is the first requirement of human life. However, in recent years, food safety incidents have occurred frequently, such as "lean meat" in meat, "poisonous vegetables" in vegetables, and "poisonous rice" in grain. "Safety on the tip of the tongue" has become the subject of most attention and discussion. How to effectively ensure food quality and safety, ensure the people's health and life safety, and how to trace back to the source in time and effectively after similar quality and safety incidents have become government departments and enterprises, The common concern of individuals has become a difficult problem in front of people in the new era. Traceability system is a kind of quality management system with clear potential responsibility. It is an effective method to control quality safety and has been paid more and more attention to all over the world. The source and root of food safety is the safety of agricultural products, without which there can be no guarantee of food safety. Vegetable is one of the important agricultural products, and vegetable quality and safety is an important part of agricultural and food safety. This paper takes vegetables in Hebei Province as an example, uses the knowledge and practice of agricultural product quality traceability information system at home and abroad for reference, and applies supply chain on the basis of field investigation of farmers, markets and supermarkets in 11 cities and 40 counties in Hebei Province. Stakeholder theory determines the circulation network between vegetable production and marketing through the analysis of the main body relationship in vegetable circulation process. The effective management of vegetable quality and safety is to store the vegetables before, during and after birth. On the basis of monitoring and management of information in every link of transportation processing and sales, the main body and important information node of key research are defined. Select wholesale market, production and processing enterprises, supermarket as the information collection point, establish the detection index system and monitoring process management. Then it constructs the traceability information system of vegetable quality from four aspects of operation mechanism, supervision system, management design and implementation scheme, defines what the country, enterprise and consumer should do, and realizes the whole process of vegetable quality information traceability. Finally, some suggestions and suggestions are put forward to establish and perfect the vegetable quality traceability system and even the agricultural product quality traceability system. Through the research, I provide the scientific basis for the construction of vegetable quality traceability information system and the decision of agricultural related government departments, and contribute to ensuring the health of consumers.
