省级电网绿色供应链管理绩效综合评价研究

【摘要】:伴随我国近年来GDP的高速增长,中国的电力事业也迎来了发展的新高峰,电力企业在其规模、服务、绩效等各方面都有显著提高。同时居于电力产业链中间环节的电网企业,面对上游发电企业协同、下游终端用户要求和政府部门监管等多重压力,适时调整电网企业资本构成比例、提高对市场需求变动的敏感性和适应性、提升电网企业效益降低其经营成本已成为电网企业亟待解决的问题。电网企业发展的重心应由安全生产逐渐转向创新能力、管理能力、服务能力的提高,加强业务协调,推行集约化管理,抓住“人、财、物”三大主线的集中控制,成为电网企业管理的重要内容。建立电网绿色供应链已是电网企业在面临当前资源和环境的巨大压力之下实现电网企业绿色发展、循环发展和可持续发展的必然的、唯一的选择。本文首先对国内外有关绿色发展和供应链管理领域的相关研究成果和现状进行梳理和研究。然后以可持续发展、环境保护为理论指导,结合电网企业运行的现状及特点,分析其评价的必要性和要求,提出电网企业绿色供应链的相关定义及概念,分析其内涵,并阐明研究的现实意义、经济意义及环境意义,指出其对国民经济发展和保障人民生活的重要性。电网绿色供应链综合绩效评价的结果可以反映出电网营运的经济效益、环境效益和社会效益,揭示电网运营过程中存在的问题。为了分析并采取有效措施解决电网在运营过程中产生的经济效益问题、社会效益问题和环境问题,必须对其综合绩效评价进行更加详细、更加全面、更为深入的研究。因此,本文在综合考虑经济、企业合作以及环境效益三个方面对电网绿色供应链建设的影响和作用的基础上,依据电网绿色供应链综合绩效评价指标体系建设的基本准则,结合电网运行的实际情况和指标建设的可操作性,收集大量的数据和相关资料,建立了符合电网实际运营状况的电网评价指标体系。并对比较常用的综合评价方法进行回顾,简述其操作原理,对比各评价方法的优缺点,然后根据环境保护实际要求和电网运行的现实状况,建立将TOPSIS分析法、专家评分法、模糊综合评价法综合而成的能够准确对电网运营状况进行评价的模糊-TOPSIS综合绩效评判模型。最后应用模型对A省电力公司进行电网绿色供应链综合绩效评价,分析其在运营过程当中产生的问题和存在的不足。
[Abstract]:With the rapid growth of China's GDP in recent years, China's electric power industry has also ushered in a new peak of development, power enterprises in its scale, service, performance and other aspects have significantly improved. At the same time, the power grid enterprises living in the middle of the power industry chain, facing multiple pressures such as cooperation of upstream power generation enterprises, downstream end-user requirements and government supervision, adjust the proportion of the capital composition of power grid enterprises at the right time. To improve the sensitivity and adaptability to market demand change and improve the efficiency of power grid enterprises to reduce their operating costs has become an urgent problem to be solved. The focus of development of power grid enterprises should be gradually shifted from safety production to the improvement of innovation ability, management ability and service ability, strengthening business coordination, carrying out intensive management, and grasping the centralized control of the three main lines of "people, money and material". It has become an important content of power grid enterprise management. The establishment of green supply chain is the only and inevitable choice for grid enterprises to realize green development, circular development and sustainable development under the great pressure of current resources and environment. Firstly, this paper reviews and studies the related research achievements and current situation in the field of green development and supply chain management at home and abroad. Then, under the guidance of sustainable development and environmental protection, combined with the current situation and characteristics of power grid enterprises, this paper analyzes the necessity and requirements of its evaluation, puts forward the definition and concept of green supply chain of power grid enterprises, and analyzes its connotation. The practical significance, economic significance and environmental significance of the research are expounded, and the importance of the research to the development of national economy and the guarantee of people's life is pointed out. The results of comprehensive performance evaluation of grid green supply chain can reflect the economic benefits, environmental benefits and social benefits of grid operation, and reveal the problems existing in the process of grid operation. In order to analyze and take effective measures to solve the problems of economic benefit, social benefit and environment, it is necessary to study the comprehensive performance evaluation in more detail, more comprehensively and more deeply. Therefore, on the basis of considering the influence and function of economy, enterprise cooperation and environmental benefit on the construction of grid green supply chain, this paper bases on the basic criterion of the construction of comprehensive performance evaluation index system of grid green supply chain. Combined with the actual situation of power network operation and the maneuverability of index construction, a power network evaluation index system is established, which is in line with the actual operation condition of the power network by collecting a large number of data and related information. This paper reviews the common comprehensive evaluation methods, briefly describes the operation principle, compares the advantages and disadvantages of each evaluation method, and then establishes the TOPSIS analysis method and the expert scoring method according to the actual requirements of environmental protection and the actual situation of power grid operation. The fuzzy TOPSIS comprehensive performance evaluation model which can accurately evaluate the operation condition of power network is synthesized by fuzzy comprehensive evaluation method. Finally, the model is used to evaluate the comprehensive performance of the power grid green supply chain of A province power company, and the problems and shortcomings in the process of operation are analyzed.
