基于碳减排政策的双源采购模型分析

【摘要】：近年来,能源消费剧增,生态环境不断恶化,特别是二氧化碳排放急剧增多导致日益严峻的全球气候变化,全球化的“低碳革命”正在兴起。发展低碳经济、转变经济增长方式已经提升到国家战略发展的层面,从供应链的角度减少碳足迹将是下一个商业趋势。首先,本文根据碳税、碳交易和政府补贴三种减排政策的定义与具体实施方法,分析其实施效果并在作用范围、运行成本和可接受性等方面进行比较,分析每类减排政策的适用范围。然后,本文通过考虑企业在采购运输过程中对环境的影响扩展了基本的双源报童模型。文中模拟了企业向临近市场和远离市场的两个供应商采购的过程,并在采购的运输过程中考虑了现行的三类减排政策。本文通过对三种包含减排政策的采购模型进行求解得到企业最优采购决策,并分析每种减排政策在企业采购过程中的环境效益与经济效益。最后,通过建立仿真实验研究减排政策中的政府设置参数,如碳税、初始碳排放权限额和政府补贴,对企业最优决策与环境效益的影响,并向政策制定者给出合理建议。
[Abstract]:In recent years, the increase of energy consumption and the deterioration of the ecological environment, especially the rapid increase of carbon dioxide emissions have led to the increasingly severe global climate change. The globalization of the "low-carbon revolution" is rising. The development of low carbon economy, the transformation of economic growth mode has been promoted to the level of national strategy and the reduction of carbon footprint from the perspective of supply chain. It's going to be the next business trend.
First, according to the definition and specific implementation methods of three kinds of emission reduction policies of carbon tax, carbon trading and government subsidies, this paper analyzes the effect of the implementation and compares the scope of action, operating cost and acceptability, and analyzes the scope of application of each kind of emission reduction policy. Then, this paper takes into consideration the environmental shadow of the enterprise during the process of procurement and transportation. The basic dual source newsboy model is expanded. The process of purchasing two suppliers to the adjacent market and far away from the market is simulated, and the current three kinds of emission reduction policies are taken into account in the process of transportation. This paper obtains the optimal procurement decision by solving the three procurement models containing the emission reduction policies. The environmental benefits and economic benefits of each reduction policy in the process of enterprise procurement.
Finally, through the establishment of simulation experiments, the parameters of government setting in the emission reduction policy, such as carbon tax, initial carbon emission limit and government subsidy, have the influence on the optimal decision and environmental benefits of the enterprise, and the reasonable suggestions are given to the policymakers.
