我国干细胞产业发展布局与模式研究

【摘要】:2008年的全球金融危机催生了新一轮的科技革命与产业革命,干细胞产业作为典型的新兴产业领域,备受各国重视。为此,在我国创新驱动和转变经济发展方式的新时期,针对我国干细胞产业发展存在的盲目发展、重复投资等突出问题,进行干细胞产业科学布局,并构建干细胞产业发展模式,具有重要的理论和实际意义。 本文提出干细胞产业内涵和分类,分析比较与总结归纳美国、英国、日本以及我国干细胞产业布局与发展实践与经验启示。在此基础上,分析影响干细胞产业的关键因素,提出干细胞产业主导优势,构建干细胞产业演化作用力模型,揭示干细胞演化的动力机制,研究干细胞产业周期性动态演化规律,并围绕主导优势转化和内外部因素综合集成提出干细胞产业演化轨迹。基于以上分析,引入综合优势理论,提出干细胞布局与发展的总体思想和管理模型。 遵循综合优势理论思想,提出我国干细胞产业发展布局的总体思路,从产业技术领域、主体以及区域优势分布三个维度,分别运用文献信息、专利信息以及创新主体相关信息,结合聚类和统计分析,围绕我国干细胞产业知识创新、技术创新和产业化状态进行分类布局,结合增长极、点轴布局以及块状布局方法的优点,提出动态网络组合方法,并对我国干细胞产业发展进行布局。 提出我国干细胞产业发展模式的构建原则和思路,设计了干细胞产业发展的三种基本模式,包括:核心企业主导的供应链模式、产业技术创新联盟模式以及产业集群模式。从内部与外部两方面分析了干细胞产业发展模式选择的影响因素,,建立了干细胞产业发展模式选择的决策模型。并以华北地区等一级战略区为例,进行了干细胞产业发展模式选择的实证研究。 在干细胞产业发展布局与模式研究的基础上,提出我国干细胞产业发展对策体系的设计原则和总体思路。基于政府的视角,从制定干细胞产业专项规划、落实专业管理部门和职责、完善产业法律法规体系、建立产业标准体系以及出台产业相关政策等角度构建干细胞产业宏观引导与管理对策;基于产业的视角,从促进产业创新要素流动、加强创新主体培育、优化创新平台网络、推动地区协同发展和加快领域渗透融合等角度构建干细胞产业创新与协同对策。 本文对干细胞产业演化机理揭示以及我国干细胞产业发展布局与模式研究,可为我国干细胞产业科学布局以及合理有序发展、综合优势和可持续发展能力全面提升,提供先进的理论指导和科学的方法支持。
[Abstract]:The global financial crisis in 2008 gave birth to a new round of technological revolution and industrial revolution, stem cell industry as a typical emerging industry field, has been attached importance to. Therefore, in the new period of innovation driving and changing the mode of economic development in our country, aiming at the problems of blind development, repeated investment and other outstanding problems in the development of stem cell industry in China, the scientific layout of stem cell industry is carried out. And the construction of stem cell industry development model has important theoretical and practical significance. This paper puts forward the connotation and classification of stem cell industry, analyzes, compares and summarizes the distribution, development practice and experience of stem cell industry in the United States, Britain, Japan and China. On this basis, the key factors affecting stem cell industry are analyzed, and the dominant advantage of stem cell industry is put forward, and the model of evolutionary force of stem cell industry is constructed to reveal the dynamic mechanism of stem cell evolution. The cyclic dynamic evolution of stem cell industry is studied, and the evolution track of stem cell industry is put forward around the transformation of dominant advantage and the integration of internal and external factors. Based on the above analysis, the general idea and management model of stem cell layout and development are put forward by introducing the comprehensive advantage theory. Following the theory of comprehensive advantage, this paper puts forward the general idea of the development and layout of stem cell industry in China. From the three dimensions of industry technology field, main body and regional advantage distribution, the paper applies literature information, patent information and relevant information of innovation subject, respectively. Combining clustering and statistical analysis, combining the advantages of growth pole, point axis layout and block layout, a dynamic network combination method is put forward, which focuses on the knowledge innovation, technological innovation and industrialization state of stem cell industry in China, and combines the advantages of growth pole, point axis layout and block layout method. And carries on the layout to our country stem cell industry development. Three basic models of stem cell industry development are designed, including supply chain mode dominated by core enterprises, industrial technological innovation alliance model and industrial cluster model. The factors influencing the selection of stem cell industry development model are analyzed from internal and external aspects, and the decision model of stem cell industry development mode selection is established. Taking North China as an example, an empirical study on the selection of stem cell industry development model was carried out. On the basis of the research on the layout and pattern of stem cell industry development, this paper puts forward the design principles and general ideas of the stem cell industry development countermeasure system in China. From the angle of view of the government, we should make a special plan for the stem cell industry, carry out professional management departments and responsibilities, and perfect the system of laws and regulations of the industry. From the angle of establishing industry standard system and issuing industry related policies, the author constructs macro guidance and management countermeasures of stem cell industry, based on the view of industry, from the perspective of industry, from promoting the flow of industrial innovation elements, strengthening the cultivation of innovation subject, optimizing the network of innovation platform, To promote regional coordinated development and accelerate the integration of field penetration and other aspects of stem cell industry innovation and coordination measures. In this paper, the evolution mechanism of stem cell industry and the development pattern and pattern of stem cell industry in China are revealed, which can promote the comprehensive advantage and sustainable development ability of stem cell industry. Provide advanced theoretical guidance and scientific method support.
