省级电网公司物资集约管理系统设计研究

【摘要】:近年来,电网企业全面推进物资集约化管理,积极推动组织架构变革、管理模式创新、业务流程优化,物资的集中管控能力大大加强,物资集约化工作取得了重大突破。围绕如何构建国内领先、国际一流的供应链管理体系,运用物资管理信息系统工程手段,进一步深化物资集约化管理,从而达到资源最优化配置、物资全寿命周期管理、供应链全过程管控的目标,是本文研究的主要内容。 本文首先阐述了物资与物资管理、物流与物流管理、供应链与供应链管理、物资管理信息化和物资管理信息系统相关理论的概念。以H省公司为例,介绍了大型电网企业物资管理发展历程和现状,面临的监督监管环境和政治社会责任,公司和电网的发展方向,内部条件和优势等。同时根据基本情况分析了物资管理存在的主要问题,运用信息系统采集数据,以图表的形式多角度的诊断细化并分析了物资管理全过程,找出了体制机制建设、标准化建设、信息化建设、人才队伍建设和需求计划管理、采购管理、合同管理、仓储管理、配送管理、质量监督管理、供应商管理、废旧物资处置管理、应急物资管理等方面存在的问题。针对每项数据结果提出了相应的改进措施。并阐述了信息技术应用为推动物资集约化建设做出的贡献,为物资集约化管理自检自省提供了强大的手段。 针对H省物资集约化管理可实现目标及结合信息系统解决方案,结合物资管理信息系统从物资管理全过程提出了物资集约化管理解决方案,确定了物资管理信息系统与其他信息系统的业务联系及支撑作用,并提出了保障措施。从而进一步深化供应链全流程管理,建立快捷高效、保障有力的物资供应体系;加快构建协同共管、闭环联动的质量管控机制;打造以物资ERP系统和电子商务平台两大业务应用为主体的物资集约化管理信息系统;保障电网装备质量,提升物资供应服务水平和优化供应链总成本。
[Abstract]:In recent years, power grid enterprises comprehensively promote the intensive management of materials, actively promote the organizational structure reform, management model innovation, business process optimization, material centralized management and control capabilities greatly strengthened, material intensive work has made a major breakthrough. Focusing on how to construct the leading domestic and international first-class supply chain management system, and how to further deepen the intensive management of materials by means of material management information system engineering, so as to achieve the optimal allocation of resources and the management of material life cycle. The goal of the whole process of supply chain management is the main content of this paper. In this paper, the concepts of material and material management, logistics and logistics management, supply chain and supply chain management, material management information and material management information system are introduced. Taking H province company as an example, this paper introduces the development course and present situation of material management in large power grid enterprises, the supervision and supervision environment and political and social responsibility, the development direction, internal conditions and advantages of the company and the power grid, etc. At the same time, according to the basic situation, this paper analyzes the main problems in material management, uses information system to collect data, diagnoses and analyses the whole process of material management from many angles in the form of charts, and finds out the construction of system and mechanism and the construction of standardization. Problems in information construction, talent team building and demand planning management, procurement management, contract management, warehousing management, distribution management, quality supervision management, supplier management, waste material disposal management, emergency material management, etc. Corresponding improvement measures are put forward for each data result. The paper also expounds the contribution of information technology application to the construction of material intensification and provides a powerful means for self-examination of material intensive management. Aiming at the realization of the target of material intensive management in H province and the solution of combining information system, this paper puts forward the solution of material intensive management from the whole process of material management. The business relationship and supporting function between material management information system and other information systems are determined, and the safeguard measures are put forward. In order to further deepen the supply chain overall process management, establish a fast and efficient, ensure a strong material supply system, speed up the construction of collaborative management, closed-loop linkage quality control mechanism; A material intensive management information system based on material ERP system and electronic commerce platform is built, which ensures the quality of power grid equipment, promotes the level of material supply and service, and optimizes the total cost of supply chain.
