工程物资采购风险辨识及防控

【摘要】:采购作为企业的基本活动之一,是组织从外部获取所需资源的过程,是企业生产经营的初始环节,也为企业降低成本、增加盈利创造条件,成为企业价值链的重要一环;而工程物资采购风险管理是企业发展经营的核心要素,是确保采购质量和效益,完成企业经营和战略目标得以实现的必要措施;把风险管理工作做扎实做好,不仅可以降低遭受损失的概率,还可以在风险发生时借助管理能力是企业转危为安,甚至产生额外的效益;能够助力于大型国有企业树立良好社会形象,提高战略决策质量,更好履行社会责任。当前,我国企业,特别是大型国有企业对于采购风险管理还没有全面系统的研究,仅仅停留在如何规避风险、风险发生后如何降低风险损失,对于如何应对可能的风险,通过闭环管理纠正存在的风险隐患研究还不够深入。本文从工程物资采购供应链全过程风险管理的基础理论出发,明确了采购风险类型,提出了基于风险识别、风险评估、风险决策和效果评价的风险研究体系,总结了各类别风险的防控方法。通过对某大型企业采购全过程风险的调查研究,梳理了从风险辨识到防控措施制定的全方位研究成果,剖析了某大型国有企业工程物资采购风险管理模型,建立了全过程的风险识别、评估、对策体系,提出了风险防控的初步建议,形成了采购风险管理措施库,对今后研究工作提供基础信息,具有一定借鉴意义。
[Abstract]:As one of the basic activities of an enterprise, procurement is the process of obtaining the required resources from the outside, is the initial link of the production and operation of the enterprise, it also creates conditions for the enterprise to reduce the cost and increase the profit, which becomes an important link of the value chain of the enterprise. The risk management of engineering material procurement is the core element of enterprise development and management, and it is the necessary measure to ensure the quality and benefit of procurement, and to achieve the enterprise management and strategic objectives. To do a good job in risk management can not only reduce the probability of loss, but also take advantage of the ability of management when the risk occurs, which can turn the enterprise into a safe position and even produce additional benefits. It can help large-scale state-owned enterprises to establish a good social image, improve the quality of strategic decision-making, and better fulfill social responsibility. At present, Chinese enterprises, especially large-scale state-owned enterprises, do not have a comprehensive and systematic study on procurement risk management. They just stay on how to avoid risk, how to reduce risk loss after risk occurs, and how to deal with possible risk. Through the closed-loop management to correct the existing risk hidden danger research is not deep enough. Based on the basic theory of risk management in the whole process of engineering material procurement supply chain, this paper defines the types of procurement risk, and puts forward a risk research system based on risk identification, risk assessment, risk decision-making and effectiveness evaluation. All kinds of risk prevention and control methods are summarized. Through the investigation and research on the whole process of procurement risk of a large-scale enterprise, this paper combs the comprehensive research results from the risk identification to the formulation of prevention and control measures, and analyzes the risk management model of the procurement of engineering materials in a large-scale state-owned enterprise. The system of risk identification, evaluation and countermeasures in the whole process is established, and the preliminary suggestions for risk prevention and control are put forward, and the purchasing risk management measures database is formed, which provides basic information for future research and has certain reference significance.
