【摘要】:21世纪以来,我国工业化进程推进加速,经济社会快速发展,加速推进城镇化,各地纷纷抢抓机遇建设新城。新城建设是解决城市有效扩张,促进城市发展的重要方式,对优化城市空间结构、实现城市功能协调具有重要作用。新城区开发逐渐成为地方经济建设和城市拓展的主要载体。但是,如果对新城建设缺乏足够的认识和有效的组织管理,往往会给城市后期发展带来许多问题。据统计,目前我国在建及拟建的新城数以千计,这种造城运动,超出了正常的城市化发展的水平,导致新城发展方向不明确、功能缺失、缺乏特色,偏偏一律,甚至出现城市间盲目跟风,建设无序的状态。 策划规划是城市发展的龙头,策划规划做的好坏直接关系到城市的发展。如何避免新城发展中存在的诸多问题,这就需要在新城开发启动之前就要把城市策划与规划组织管理工作放在首位。对于城市开发建设者来说,必须要对新城建设的策划规划工作进行有效组织与管理,首先需要对引导城市有序发展相关的策划规划体系进行设计,并制定不同实施计划;其次是要进行城市策划规划工作管理的组织设计,即搭建立一支高水平,高效率的工作组织管理团队;三是开展城市策划规划工作管理的保障设计,即建立完善的工作、档案管理、团队建设以及文化建设等保障制度。 济南西部新城是济南市2000年后新兴起的新城区,西客站片区作为西部新城的中心区,已建成100公里的市政道路、高铁枢纽场站一体化、文化大剧院、三馆、安置区、河道整治等省市重点项目。正在开展会展会议中心、总部基地等项目,基础设施配套完善,总面积约26平方公里。最终战略定位是将西客站片区打造成为“齐鲁新门户、泉城新商埠、城市新中心、文化新高地”。 西客站片区之所以取得这些成绩与其前期较为完善策划规划组织管理分不开,西客站片区的决策者和建设者始终坚持“国际水平、国内一流”的规划策划理念,并为保障策划规划管理工作的有序推进,建立一支结构层次完善、专业能力强策划规划管理团队,并不断创新管理理念、探索管理模式,形成全新的“政府主导+市场化运作”组织管理模式。 本文以新城开发中策划规划管理工作为主线,结合西部新城的开发建设中的策划与规划管理实践,将济南西客站片区开发建设的策划规划作为一个项目群,以总控式的项目管理思想,对其进行有效的组织与管理,并通过相应的理论研究,经验总结,对新城开发中策划规划工作管理模式进行了重点研究,本文研究主要目的,一是自我工作实践的总结,二是以期为其他新城开发前期策划规划的组织、管理、推进等提供科学指导与参考依据。
[Abstract]:Since 21th century, the process of industrialization in China has been accelerated, the rapid economic and social development, the acceleration of urbanization, and all localities have seized the opportunity to build a new city, which is to solve the effective expansion of the city. The important way to promote urban development plays an important role in optimizing the urban spatial structure and realizing the coordination of urban functions. The development of new urban areas has gradually become the main carrier of local economic construction and urban expansion. If we lack sufficient understanding and effective organization and management of the new city construction, it will often bring many problems to the later development of the city. According to statistics, there are thousands of new cities being built and planned to be built in our country at present, this kind of city building movement. Beyond the normal level of urbanization development, leading to the development direction of the new city is not clear, lack of function, lack of characteristics, but also uniform, or even blindly follow the trend between cities, the state of construction disorder. Planning is the leading part of urban development, and the quality of planning is directly related to the development of the city. How to avoid many problems in the development of new city. It is necessary to put the urban planning and planning organization and management in the first place before the start of the new city development. It is necessary to organize and manage the planning and planning of the new city construction effectively. Firstly, we should design the planning planning system related to guiding the orderly development of the city, and draw up different implementation plans. Secondly, it is necessary to carry on the organization design of urban planning and planning work management, that is, to set up a high level and high efficiency organization and management team. The third is to carry out the security design of urban planning and planning management, that is, to establish the perfect guarantee system of work, archives management, team building and cultural construction. Jinan West New City is a new urban area after 2000 in Jinan. As the central area of the western new town, the west passenger station has built 100 kilometers of municipal roads and high-speed railway hub station integration. Cultural Grand Theater, three Pavilions, Placement area, River improvement and other provincial and municipal key projects are being carried out exhibition conference center, headquarters base and other projects, infrastructure complete. The total area is about 26 square kilometers. The final strategic position is to make the area "Qilu new portal, Quancheng new commercial port, new city center, new cultural high ground". The reason why the West Railway Station area has achieved these results is the relatively perfect planning planning organization and management. The decision-makers and builders always adhere to the "international level". Domestic first-class planning and planning concept, and in order to ensure the orderly promotion of planning and management work, the establishment of a well-structured and professional planning and management team, and constantly innovative management concept. Explore the management model, form a new "government-led market-oriented operation" organizational management model. This paper takes the planning and management work in the development of the new town as the main line, combined with the planning and planning management practice in the development and construction of the western new town, and regards the planning and planning of the development and construction of Jinan West passenger Station as a project group. With the general control project management thought, the effective organization and management, and through the corresponding theory research, the experience summary, has carried on the key research to the new town development planning planning work management pattern. The main purpose of this study is to summarize the self-work practice, and to provide scientific guidance and reference for the organization, management and promotion of the early planning and planning of other new towns.
