【摘要】：石油是经济社会赖以发展的重要资源,尤其是在目木有前世界政治格局复杂多变的大局势下,石油资源更是关系到一国能源安全的“战略资源”。石油是当今乃至今后很长一段时期的主要支柱能源,是关系到国计民生甚至是关乎一国经济安全与国家安全的重要战略资源。我国人口众多,经济保持高位运行,庞大的人口总数与经济的快速增长,都对石油的消费需求提出了严重的挑战。自我国改革开放以来,对石油的需求与日俱增。我国油的供需矛盾日益突出,对石油的进口依存度逐年增加,截止到2011年我国石油的进口依存度高达56.5%。大量依靠进口石油满足国内需求,很难保证石油的长期稳定供应,而且石油的价格也很难控制。面对如此严峻的石油供求形势,我国的能源安全将面临着严重的威胁,因此,要通过石油对外直接投资来保证我国石油安全。在石油企业对外直接投资时,面临的首要问题就是投资的区位选择问题。由于石油投资金额较大,如果投资区位选择不当,很可能导致投资成本损失,影响投资收益。因此,本文对我国石油企业对外直接投的区位选择进行了研究。本文立足于我国石油企业对外直接投资的基本情况,首先,对我国石油企业对外直接投资的必要性和可行性进行了阐述,并分析了世界石油资源分布情况。其次,对于我国石油企业对外直接投资的区位选择问题进行了实证研究。最后,本文还介绍了美、日两个发达国家石油企业投资的经验,从政府和企业两个层面给出了我国石油企业在对外直接投资的区位选择过程中应该注意的问题和具体操作建议。在进行石油企业对外直接投资的区位选择的实证分析时,本文按地区选取了石油储量较多的10个国家,并针对我国具体情况选取了影响石油区位选择的18个因素,将这些因素进行定量分析。首先,运用层次分析法给出各影响因素的权重；然后,根据各投资东道国的具体情况,给出各影响因素的得分,将各影响因素的权重乘以得分,得出最后的综合得分；最后,给出投资区位的选择建议。
[Abstract]:Oil is an important resource on which economic and social development depends, especially in the big situation of complex and changeable world political pattern. Oil resources are also related to a country's energy security "strategic resources". Oil is the main pillar of energy resources for a long period of time to come. It is an important strategic resource related to national economy and people's livelihood and even to a country's economic security and national security. China's large population, high economic operation, huge population and rapid economic growth, have posed a serious challenge to the demand for oil consumption. Since the reform and opening up in China. The demand for oil is increasing with each passing day. The contradiction between supply and demand of oil in China is becoming more and more serious, and the degree of dependence on oil imports is increasing year by year. By 2011, the import dependence of petroleum in China is as high as 56.5. It is difficult to guarantee the long-term stable supply of oil because it depends heavily on imported oil to meet the domestic demand. In the face of such a severe oil supply and demand situation, China's energy security will face a serious threat. When oil enterprises invest directly abroad, the most important problem is the location choice of investment. Because of the large amount of oil investment, if the location choice is not appropriate, it may lead to the loss of investment cost. Therefore, this paper studies the location choice of Chinese petroleum enterprises' foreign direct investment. This paper is based on the basic situation of China's oil enterprises' foreign direct investment, first of all. This paper expounds the necessity and feasibility of foreign direct investment of Chinese petroleum enterprises, and analyzes the distribution of petroleum resources in the world. This paper makes an empirical study on the location choice of China's oil enterprises' outward direct investment. Finally, this paper also introduces the experiences of the two developed countries, the United States and Japan. From the government and enterprise level, the paper puts forward some problems and concrete operation suggestions in the process of location selection of Chinese petroleum enterprises in the process of foreign direct investment (FDI). In the empirical analysis of the location selection of OFDI of petroleum enterprises, this paper selects 10 countries with more oil reserves according to the region. According to the specific situation of our country, 18 factors affecting the oil location selection are selected, and these factors are quantitatively analyzed. Firstly, the weight of each influencing factor is given by using the Analytic hierarchy process (AHP). Then, according to the specific situation of each investment host country, the paper gives the score of each influencing factor, multiplies the weight of each influencing factor by the score, and obtains the final comprehensive score. Finally, the suggestion of investment location selection is given.
