我国农村金融成长与农村经济发展问题研究

【摘要】：农村经济是我国国民经济极其的重要构成部分,它持续、稳定的发展不但在我国整体经济中起着重要的支撑功能,还是我国可否实现全面建成小康社会的关键点。然而如何拉动农村经济增长,很多的学者从各自的假设前提出发,得出了不同的结论。虽然这些解释差别很大,但包含重要的一点就是关注的焦点越来越集中到了农村金融在农村经济增长中所起的作用。由此可知,研究农村金融同农村经济增长相互间的关系,变成创建高效农村金融体系的关键。纵观现今对农村金融大量的问题探究,绝大部分是有关农村金融发展带动农村经济增长的机制原理抑或农村金融发展状况的统筹概述。本文在总结了前辈研究的基础上,初步利用层次分析原理,试图从农村金融发展的效率、结构、规模构筑起权衡农村金融发展的一个指标体系以便使农村金融的发展水平获得一个新的衡量方式。其次,分析研究农村金融对经济增长产生的相关影响,分析得出：在我国农村较多的体现在农村经济增长拉动农村金融发展,同时农村金融发展落在农村经济增长的后面。再次,利用对农村金融效率水平、结构及规模分析农村经济增长的扶持力度,可知农村经济增长受农村金融规模的拉动作用十分明显；支持农村金融结构的力度不够；农村经济增长受农村金融效率的影响强度甚微。证明了：我国农村金融在农村经济中所起的作用现在还处在依靠“量”的拉动,缺少“质”的带动。最后总结了政策意见：第一,利用强化农村信用社体制的变革,带动商业银行对发展农村金融市场支持农业的政策来提升发展农村金融的规模,来使得对农村经济的支持得到强化；第二,拓宽农村金融市场,并且激励创新,使满足农村金融市场的衍生金融工具增多,利用优化农村金融结构来带动农村经济的前进；第三,完善农村金融制度,运用金融创新来增强农村金融体系的效率,从而提升我国农村金融在农村经济中所起的作用。
[Abstract]:Rural economy is an important part of our national economy. Its sustained and stable development not only plays an important supporting function in the whole economy of our country, but also is the key point of whether our country can build a well-off society in an all-round way. However, how to stimulate rural economic growth, many scholars from their hypothetical premise, draw different conclusions. Although these explanations vary greatly, the important point is that the focus of attention is increasingly focused on the role of rural finance in rural economic growth. Therefore, the study of the relationship between rural finance and rural economic growth becomes the key to the establishment of an efficient rural financial system. Looking at a large number of problems in rural finance nowadays, most of them are related to the mechanism of rural financial development to promote rural economic growth or the overall overview of rural financial development. On the basis of summing up the previous research, this paper preliminarily uses the principle of hierarchical analysis to try to develop the efficiency and structure of rural finance. The scale constructs an index system to weigh the development of rural finance in order to obtain a new way of measuring the development level of rural finance. Secondly, it analyzes the impact of rural finance on economic growth, and concludes that the rural economic growth in China is more reflected in the rural economic growth to promote rural financial development, while the rural financial development lags behind the rural economic growth. Thirdly, by analyzing the level of rural financial efficiency, the structure and scale of rural economic growth, we can see that the rural economic growth is obviously driven by the scale of rural finance, and the strength of supporting rural financial structure is not enough. Rural economic growth by the impact of rural financial efficiency has little intensity. It is proved that the role of rural finance in rural economy is still dependent on quantity and lack of quality. Finally, the paper summarizes the policy suggestions: first, using the reform of strengthening the rural credit cooperative system to promote the policies of commercial banks to develop rural financial markets to support agriculture to enhance the scale of rural finance development. Second, broaden the rural financial market, stimulate innovation, increase the number of derivative financial instruments to meet the rural financial market, and optimize the rural financial structure to drive the rural economy forward. Third, improve the rural financial system, use financial innovation to enhance the efficiency of the rural financial system, so as to enhance the role of rural finance in the rural economy.
