【摘要】：随着我国经济实力的增强以及贸易量占全球贸易比重的不断增加，人民币正以其稳定的币值和良好的公众心理预期，被人们作为边境贸易结算货币而频繁使用。2009年7月，中国H银行总行印发《中国H银行跨境贸易人民币结算业务管理办法（试行）》，标志着中国H银行正式启动跨境贸易人民币结算试点业务。2010年，跨境贸易人民币结算业务在H银行黑龙江省分行系统内全面展开。中国H银行黑龙江省分行跨境贸易人民币结算业务的开展，有利于利用黑龙江省H银行的本币结算优势和发达的网点优势，争取新的客户资源，，增加中间业务收入，开拓业务新领域，提升H银行在国际结算领域的市场竞争力。本项专题报告基于企业战略管理的相关理论，综合分析当前黑龙江省H银行跨境人民币结算业务拓展的现实状况和发展中遇到的障碍，介绍黑龙江省H银行拓展该业务的前景及长远意义。运用SWOT分析方法，分析了黑龙江省H银行的竞争优劣势及威胁，制定了黑龙江省H银行发展跨境贸易人民币结算的战略目标及步骤，并提出合理化的战略路径。最后，探索出黑龙江省H银行跨境贸易人民币结算业务拓展战略实施的保障措施，包括：加强与当地政府和监管部门沟通；力争成为主报告行；挖掘并储备客户；加强业务培训与宣传；加强联动营销的当前措施。以及在营销机制、审核与风险监控机制、产品的创新、联动的结算网络、融资业务、人才培养、服务等方面的长远措施。论文研究注重方法措施的实际效用，为黑龙江省商业银行跨境人民币结算业务的相关决策提供科学依据。
[Abstract]:With the strengthening of China's economic strength and the increasing proportion of trade in global trade, the RMB is being used frequently as a currency for settlement of border trade with its stable currency value and good public psychological expectation. The H Bank of China has issued the "measures for the Administration of Cross-border RMB settlement of China's H Bank", which marks the official launch of the pilot business of RMB settlement for cross-border trade by H Bank of China. In 2010, Cross-border trade RMB settlement business in H Bank Heilongjiang Branch system in full swing. The development of cross-border trade RMB settlement business in Heilongjiang branch of H Bank of China is conducive to making use of the local currency settlement advantage and developed network advantage of H Bank of Heilongjiang Province, in order to gain new customer resources and increase intermediate business income. Develop new areas of business to enhance H Bank's market competitiveness in the international settlement field. Based on the relevant theories of enterprise strategic management, this special report comprehensively analyzes the current situation and obstacles encountered in the development of cross-border RMB settlement business of H Bank in Heilongjiang Province. This paper introduces the prospect and long-term significance of H bank in Heilongjiang province to expand this business. Using SWOT analysis method, this paper analyzes the competitive advantages and disadvantages and threats of H Bank of Heilongjiang Province, formulates the strategic objectives and steps of developing RMB settlement of cross-border trade in H Bank of Heilongjiang Province, and puts forward the rational strategic path. Finally, it explores the safeguard measures to implement the strategy of expanding RMB settlement business of H Bank of Heilongjiang Province, including: strengthening communication with local government and regulatory department; striving to become the main reporting bank; mining and reserving customers; Strengthen business training and publicity; strengthen the current measures of linkage marketing. And in marketing mechanism, audit and risk monitoring mechanism, product innovation, linked settlement network, financing business, talent training, services and other long-term measures. This paper focuses on the practical utility of the method and measures, and provides scientific basis for the relevant decision of the cross-border RMB settlement business of Heilongjiang Province Commercial Bank.
