美国银行监管体制改革方案及对我国的启示

【摘要】：2007年金融危机爆发前,美国银行体系实行双线多重的伞形监管模式,这种模式曾被认为是高效、完善、成熟的监管体制,但2007年爆发的美国次贷危机却暴露出该种银行监管体制存在的诸多问题和漏洞。2009年,美国政府总结教训,提出了一套对现行金融监管制度的改革方案,其中针对银行监管进行了大刀阔斧的改革,这对完善我国的银行监管体系具有重要的启示,我们应加强监管机构之间的协调,保护消费者的权益,加强银行监管的国际合作,促进银行业的健康稳定发展。
[Abstract]:Before the outbreak of the financial crisis in 2007, the U.S. banking system implemented a double-line and multiple umbrella-shaped supervision model. This model was considered to be efficient, perfect and mature supervision system, but the outbreak of the U.S. subprime mortgage crisis in 2007 exposed many problems and loopholes in this banking supervision system. In 2009, the U.S. government summed up the lessons and put forward a proposal. Set up the reform plan of the current financial supervision system, which has carried on the drastic reform to the bank supervision, this has the important enlightenment to consummate our country's bank supervision system, we should strengthen the coordination between the supervision institutions, protect the rights and interests of consumers, strengthen the international cooperation of the bank supervision, promote the healthy and stable development of the banking industry.
