对我国政策性银行商业化运作问题的探析与展望

【摘要】：:本文在比较分析国外政策性银行实行商业化运作的经验教训基础上,探讨商业化运作的内涵和我国政策性银行改革发展的方向,认为商业化运作不等于政策性银行转型为商业银行;政策性银行的商业化运作必须合法合规;政策的制定者和监管者应建立政策性银行改革噪声过滤机制,采取立法等行为控制策略;政策性银行改革发展不能迷失自我、偏离科学政策性金融的正确轨道。
[Abstract]:On the basis of comparing and analyzing the experiences and lessons of the commercial operation of foreign policy banks, this paper discusses the connotation of the commercial operation and the direction of the reform and development of the policy banks in China. It is considered that commercial operation is not equal to the transformation of policy banks into commercial banks, that the commercial operation of policy banks must be lawful and compliant, and that policy makers and regulators should establish a noise filtering mechanism for policy banks reform. The reform and development of policy-oriented banks should not lose themselves and deviate from the correct track of scientific policy-oriented finance.
