在金融开放中维护国家金融安全

【摘要】：金融是现代经济的核心,但我们要清醒地看到,现代金融具有开放与风险并存的明显特征。我国金融开放虽然取得了明显成效,但在金融市场开放、国际惯例运作、引进外资、股权合作等方面存在着许多不安全性。因此,要结合本国国情,在金融开放中正确制定和实施国家金融安全战略,主要有:一是在金融开放中强化货币控制权意识;二是在金融开放中正确处理好三大关系;三是在金融开放中吸取国际金融管理经验;四是在金融开放中构建金融业开放型监管机制;五是在金融开放中坚持金融法制建设。只有这样,才能按照科学发展观的要求,有序开放我国金融业,才能在金融开放中维护国家金融安全。这对不断地提高我国金融业整体开放水平,从而更好地促进中国特色社会主义市场经济健康、稳定和协调发展,具有重要的现实意义。
[Abstract]:Finance is the core of modern economy, but we should see clearly that modern finance has the obvious characteristic of both opening and risk. Although China's financial opening has achieved obvious results, there are many insecurity in the opening of financial market, the operation of international conventions, the introduction of foreign capital, the cooperation of equity and so on. Therefore, it is necessary to correctly formulate and implement the national financial security strategy in the process of financial opening, which includes: first, strengthening the consciousness of monetary control in the process of financial opening, second, correctly handling the three major relations in the financial opening-up, and secondly, implementing the national financial security strategy in the process of financial opening-up. The third is to draw on the experience of international financial management in the process of financial opening, the fourth is to construct an open supervisory mechanism in financial opening, and the fifth is to adhere to the construction of financial legal system in the process of financial opening. Only in this way can the financial industry of our country be opened in an orderly manner according to the requirements of the scientific development view, and the national financial security can be maintained in the course of the financial opening. It is of great practical significance to continuously improve the overall opening-up level of China's financial industry and to promote the healthy, stable and coordinated development of the socialist market economy with Chinese characteristics.
