【摘要】:对于时下竞争日趋激烈的市场环境,企业能否将内外部资源和其他业务功能在信息管理平台上进行全面的整合,从而实现信息数据标准化、系统运行集成化、业务流程合理化、绩效监控动态化、管理改善持续化等目标,成为其赢得市场头筹的重要手段。ERP(Enterprise Resource Planning企业资源计划)系统的诞生,正是借助了当今信息时代的技术,将企业的管理和信息集成一体化,让原本难以靠单纯的人力去完成的任务在计算机软件平台上得以实现。电力系统作为国家重点发展及监管的特殊行业,在其技术密集和复杂性极高的经营管理中,如何控制成本、精确调度、科学预测、运营顺畅、合理决策成为了电力企业所面临的迫在眉睫的问题,也是电力企业当前必须解决的问题,因此,配置一套完善的ERP系统是电力行业用来有效解决上述问题以及提高企业信息化管理水平的重要改革手段。 对于A电力公司来说,其淘汰了以前老旧的MIS管理信息平台并应用了全新的ERP系统,但并未对该系统在本企业的运作和使用效果进行科学的绩效评估和分析来有针对性的调整管理经营模式,导致了ERP系统在A电力公司的运营并未达到预期的效果,并且伴随着一些问题的出现。所以A电力公司现在需要一套完整的绩效评价体系来实时监控其ERP系统的实施效果是十分必要的,它能够使ERP这种教新的管理理念更加适应本企业自身的特点。本文针对A电力公司现阶段实施ERP项目的现状和存在的问题进行分析,对其ERP系统进行优化设计并重新建模,进而对该系统进行全面的科学的绩效评价分析研究,用前辈们大量总结的经验并借鉴他们所实用过的研究方法重点在以下的几个方面中做了工作: 首先,对企业的现状进行全面的分析调研,明确该电力企业的生产任务流程、经营模式、公司结构和整体运作方法,然后在其基础上采用结构化设计方法,对其电量调度、生产管理、财务管理、客户关系管理和决策支持这五个方面进行了流程优化设计,并就优化后的模式完成企业ERP系统的建模,构建适合企业发展的ERP系统结构,为日后的应用打下良好基础。 其次,将平衡记分法(BSC)引入到已构建完成的ERP系统中,然后对此系统实施绩效评估过程。本文从财务指标、客户指标、内部经营指标和学习与成长指标四个方面设计和构建了相应的评价指标体系,并细分为三个层次,以确保指标达到全面性、真实性、客观性和可实行性。 最后,在ERP绩效评价体系的指标权重计算中,加入层次分析法(AHP)进行更深层次的解析,针对电力企业现阶段的战略目标实现情况进行了新的目标实现指数评估,构建了一种以平衡记分法和层次分析法为基础,结合其各自优点的一种更为先进的ERP绩效评价方式,为A电力公司提供了一个较为客观、全面、真实且可实行的ERP系统绩效评价方法,应用该方法完成了A电力公司ERP系统实施绩效的评估,最后得出分析结论。这种评价方法为提高A电力公司ERP应用水平和电力企业信息化管理水平提供了有益的参考。

In the research, we use the experiences of the predecessors and draw on their practical research methods, and focus on the following aspects Work: First, carry out a comprehensive analysis and research on the present situation of the enterprise, and clarify the production task flow of the electric power enterprise In this paper, based on the structure design method, the five aspects of electric quantity scheduling, production management, financial management, customer relationship management and decision support are carried out. The optimization design of enterprise is optimized, the model of ERP system is finished in the optimized mode, ERP system structure suitable for enterprise development is constructed, Next, the Balance Scoreation (BSC) is introduced into the built-in ERP system and then the system This paper designs and builds the corresponding evaluation index system from four aspects of financial index, customer index, internal management index and learning and growth index, and divides it into three levels to ensure that the index achieves comprehensiveness and authenticity. Finally, in the calculation of the index weight of the ERP performance evaluation system, the analytic hierarchy process (AHP) is added, and the realization of the strategic objectives at the present stage of the electric power enterprise is carried out. According to the new target achievement index evaluation, a more advanced ERP performance evaluation method based on balanced score method and analytic hierarchy process is constructed, which combines the advantages of each of its advantages, which provides a more objective, comprehensive, real and feasible way for A power company. The method of performance evaluation of ERP system is applied to realize the performance of ERP system of power company A.
