【摘要】:旅游业是西双版纳州重要的支柱产业,在经历了20世纪90年代快速发展历程,进入21世纪以后,由于经济发展相对滞后,旅游产业结构也存在诸多问题,亟需进行结构优化调整和产业转型。 面对经济全球化进程的日益加速和扩展,国际国内包括旅游产业在内的产业转型趋势不可逆转。西双版纳作为国内旅游发展最早的地区之一,由资源禀赋带来的旅游业率先发展曾实现了高速发展期,并塑造了在国内外都具有较高知名度的西双版纳旅游品牌。但由于早期过分依赖资源优势,对文化的主导作用认识不足,加上发展方式上的“全民办旅游”,造成了产业机构单一、同质化、无序竞争等问题。其中,既有规划指导缺失、形象特色不足、生态保护压力较大等方面问题,还存在产业发展不协调、产业要素发展不平衡、企业主体散小弱等问题。此外,管理体制机制不顺的影响和政策方面的制约,也导致了旅游产业品质提升和转型缓慢。面对旅游产业高速发展和日趋激烈的市场竞争,西双版纳旅游逐渐趋于被动、落后。所以,探求西双版纳旅游产业转型发展,转变发展方式,优化产业结构,科学指导旅游产业发展,提升旅游产业发展质量和水平,实现西双版纳旅游产业发展新突破,进一步增强经济社会发展的动力和支撑,全面促进西双版纳经济社会的全面和谐发展,具有十分重要的理论和现实意义。 研究通过对国内外旅游转型发展研究文献的梳理分析,以及在产业转型、供求关系、精明增长理论研究基础上,对国内杭州、桂林、海南三地典型地区旅游产业转型发展成功案例进行研究分析,综合考量了西双版纳旅游产业发展的历程、发展现状、面临问题和制约因素等发展情况,初步构建起西双版纳旅游产业转型发展理论体系。研究提出西双版纳旅游产业转型发展政府主导推动、消费转型拉动、产业政策推动,市场竞争引动的动力机制。构建起产业、经济、社会、环境四大转型发展目标体系,确定了产业、市场、企业、产品、人才等五个方面的转型内容,提出创新管理方式、重组运行模式、创新旅游业态、优化产品结构,创新营销模式等五个方面的转型发展措施,以期为西双版纳州旅游产业的转型发展与产业提升提供借鉴和指导。
[Abstract]:Tourism is an important pillar industry in Xishuangbanna. After the rapid development in 1990s, since 21th century, there are many problems in tourism industry structure due to the lag of economic development. It is urgent to carry out structural optimization and industrial transformation. In the face of the increasing acceleration and expansion of economic globalization, the international and domestic industries, including the tourism industry, irreversible trend of transformation. Xishuangbanna as one of the earliest areas of domestic tourism development. The tourism industry, brought by resource endowment, has achieved a period of rapid development, and has shaped the Xishuangbanna tourism brand, which has a high reputation both at home and abroad. However, due to the early excessive reliance on resource advantages. The lack of understanding of the leading role of culture, coupled with the development of "all private tourism", has resulted in a single industrial organization, homogenization, disorderly competition and other problems. Among them, there are not enough planning guidance and insufficient image characteristics. There are many problems in ecological protection, such as the uncoordinated development of industry, the unbalanced development of industrial elements and the small and weak enterprises. In addition, the influence of the management system and the policy constraints are not good. In the face of the rapid development of tourism industry and increasingly fierce market competition Xishuangbanna tourism tends to be passive and backward. Explore the transformation and development of tourism industry in Xishuangbanna, change the mode of development, optimize the industrial structure, scientifically guide the development of tourism industry, improve the quality and level of tourism industry development, and achieve a new breakthrough in the development of tourism industry in Xishuangbanna. It is of great theoretical and practical significance to further strengthen the motive force and support of economic and social development and promote the overall harmonious development of Xishuangbanna economy and society. The research through the domestic and foreign tourism transformation development research literature combing and analysis, as well as in the industrial transformation, the supply and demand relations, the shrewd growth theory research foundation, to domestic Hangzhou, Guilin. This paper studies and analyzes the successful cases of tourism industry transformation and development in three typical areas of Hainan, and synthetically considers the development course, current situation, problems and restrictive factors of tourism industry in Xishuangbanna. Preliminary construction of Xishuangbanna tourism industry transformation and development theory system. The study proposed Xishuangbanna tourism industry transformation and development of government-led drive, consumption transformation pull, industrial policy promotion. The motive mechanism of market competition is to construct the target system of industry, economy, society and environment, and determine the transformation content of industry, market, enterprise, product and talent. Put forward the innovation management mode, reorganization operation mode, innovation tourism form, optimize the product structure, innovative marketing mode of five aspects of transformation and development measures. With a view to Xishuangbanna tourism industry transformation and development and industrial upgrading to provide reference and guidance.
