中国旅游业的制度创新研究

【摘要】:本论文的研究目的主要是以制度经济学为视角,从马克思主义的学术传统出发、从中国旅游业发展的现实需要出发、从旅游经济学的理论建构出发,侧重研究中国提出建设世界旅游强国的目标以来,尤其是当前中国旅游业的制度创新问题,为寻求中国旅游业全面发展的制度支撑和科学道路提供基础性支持。在对研究文献和基本理论进行梳理和评估的基础上,对中国旅游业面临的制度创新问题进行现状与问题分析、实证分析、比较分析、结构与过程分析,从多维度、多向度全面而深入地对中国旅游业制度创新问题进行分析,最后系统地、有针对性地思考战略应对举措。 本论文共包括八部分内容:第一章导论;第二章中国旅游业制度创新的相关基本理论梳理;第三章现状与问题分析;第四章实证分析;第五章世界旅游强国旅游制度的比较分析;第六章制度创新的结构与过程分析;第七章制度创新的对策分析;结论。这八部分之间的基本逻辑关系是:以文献梳理和基本理论梳理为基础,进行现状与问题分析、实证分析、比较分析、结构与过程分析,再以上述分析为依据,提出对策选择,最后做出结论。 本论文提出一些新见解:1.中国建设世界旅游强国所需要的旅游创新包括产品创新、过程创新、管理创新、市场创新、组织创新、制度创新等重要方面。其中,旅游制度创新是基础性的、根本性的,也是旅游发展中最迫切需要的,更是最困难的、尚未得到足够重视的,必须切实加快推进解决。2.中国不同于美国、法国、西班牙、意大利等国,必须走出中国特色的旅游强国之路,通过提供高效有用的相关制度安排来加快旅游发展的制度环境创新,加快形成世界旅游强国的中国特色。3.要真正从世界旅游大国发展成为世界旅游强国,必须是从粗放性的量到内涵性的质的转换,必须是发展方式与发展模式的根本性转换,必须从面向供给的管理转向需求管理,管理的重点从强调规模扩张转向管理制度的建设。4.在强制性制度变迁的基础上,重视诱致性制度变迁催发的制度创新。通过金融支持制度、旅游企业集团化、专门化、市场化制度、技术创新激励制度、人才引进和培养制度等的创新来回应诱致性制度变迁需求。5.要高度重视旅游多元主体的制度建设。把政府旅游管理的体制创新、旅游产业有序有效运行的制度创新、旅游产业转型升级的制度创新、旅游者吸引、引导、管理、教育的制度创新等结合起来,形成与世界旅游强国相匹配、也切实能够支撑世界旅游强国发展的旅游制度体系。 本论文研究的价值和意义主要在于:1.切中紧迫而又长远的实践发展的需要。目前中国旅游业发展面临的制度问题很多,尤其是建设世界旅游强国的体制基础和制度支撑依然明显不足。因此,迫切需要对中国旅游业的制度创新问题进行专门研究。2.推进深入而又系统的理论研究与学术构建的需要。中国旅游业发展必须使自身的理论研究跟上实践需要,必须克服单纯功利驱动,,使自身的学术研究具有前瞻性。本论文选题正为此而立,也试图在理论与学术上有所突破。
[Abstract]:The main purpose of this paper is from a perspective of institutional economics, from the perspective of Marx's academic tradition, starting from the needs of the development of the tourism industry China reality, starting from the construction of tourism economics theory, focuses on the study of Chinese proposed goal of building a world tourism power to come, especially the issue of institutional innovation of current China tourism, provide the basic support for the comprehensive development of tourism industry Chinese system support and scientific way. Based on the analysis and evaluation of the research literature and basic theory on the face of China tourism system innovation is analyzed, the present situation and problems of empirical analysis, comparative analysis, structure analysis and process, from multi dimension, multi the degree of comprehensive and in-depth system of China tourism innovation system were analyzed, finally, the targeted strategy measures.
This paper includes eight parts: the first chapter is the introduction; the second chapter related basic theories China system innovation in tourism industry; analyzes the status quo and problems of the third chapter; the fourth chapter is the empirical analysis; the fifth chapter is the comparison of the world tourism power tourism system; analysis of the structure and process of system innovation of chapter sixth chapter; countermeasure analysis of system innovation seventh. Conclusion; the logical relations among the eight parts is: Based on the literature review and basic theories as the foundation, analyzes the present situation and problems of empirical analysis, comparative analysis, structure analysis and process, and then based on the above analysis, put forward countermeasures, finally make a conclusion.
This paper puts forward some new ideas: 1. Chinese tourism innovation to build a world tourism power needs including product innovation, process innovation, management innovation, market innovation, organization innovation, system innovation and other important aspects. Among them, the tourism system innovation is the basic, fundamental, the most urgent need is the development of Tourism in the more. Is the most difficult, has not been enough attention, must accelerate the solution of.2. Chinese different from the United States, France, Spain, Italy and other countries, must be out of China tourist road to power, the innovation environment to accelerate tourism development through institutional arrangements to provide useful and high efficiency, and speed up the formation of world tourism power.3. Chinese features from development of world tourism country to really become a world tourism power, must be transformed from the extensive amount to the connotation of quality, must be the development mode and development mode A fundamental change of type, must be from supply to demand management oriented management, key management emphasis from scale expansion to the construction of the management system of.4. based on the mandatory system changes, pay attention to system innovation impels system vicissitude. Through the financial support system, tourism enterprise, specialization, market-oriented system, system to stimulate technological innovation, innovative talents introduction and training system in response to the system construction of induced institutional change needs.5. to attach great importance to tourism. The multi subject system innovation of government management system innovation of tourism, tourism industry in an orderly and effective operation of the system of innovation and upgrading of tourism industry, tourist attraction, guidance, management. Education system innovation combined with a match with the world tourism power, tourism system also can effectively support the world tourism power development.
The value and significance of this thesis lies in: 1. to the urgent need to practice and long-term development. The system China problems on the development of tourism industry is facing a lot, especially the institutional foundation of building a world tourism power and institutional support is still obviously insufficient. Therefore, urgent need for institutional innovation of the Chinese tourism research.2. promote the in-depth and systematic theoretical research and academic construction needs. China tourism development must make the theory itself to keep up with the needs of practice, must overcome the purely utilitarian drive, make its own academic research are forward-looking.
