六安市休闲农业发展研究

【摘要】：休闲农业是在充分挖掘自然田园风光、乡村景观、农业生产景观、乡村习俗文化等资源的基础上,通过科学开发、合理布局、精心设计与建设,融入休闲娱乐元素,为游客提供农事体验活动,具有农业观光、休闲、娱乐、体验、教育、疗养等内容的一种新型农业经营型态。农业和旅游业的相关特性在休闲农业这一新型产业中均有体现,如传统农业的周期性、脆弱性、地域性,以及旅游业的观赏性、趣味性、市场性、休闲性等,其自身还具有综合性、乡土性等特性。此外,休闲农业不仅具有生产、经济、社会、教育、保健、生态环保、文化传承等多种功能,而且对促进农业转型升级、可持续发展、延长农业产业链、改善农村居住环境、促进生态文明、传承乡土文化、促进城乡良性互动、繁荣农村经济、增加农民收入等都具有重要意义。本文首先阐述了研究背景及目的,着重论述了休闲农业的相关内容及理论基础；其次,主要运用实地调查、文献研究等方法对六安市休闲农业市场需求、发展现状、存在问题进行了详细分析梳理,其中也穿插了君湖刘老根生态农庄的典型案例,经分析发现六安市休闲农业存在的主要问题集中在两个层面：一是政府缺乏专门性的领导机构,部门协调机制未建立；规划引导不足,政策力度不够。二是资源丰富,开发力度小,产业链短；基础设施不完善,综合服务水平亟待提高：从业人员素质低、人才流失严重。针对以上问题,经缜密分析提出了加强组织领导,强化协调配合；科学规划,重点推进；提高政策供给水平,加强制度保障力度；加强行业协会建设,提高自我规范能力；企业加强软硬件建设,提高自主发展水平。六安市休闲农业虽然处于初级发展阶段,具有发展规模小、档次低、布局分散的特点,但是,六安市具有发展休闲农业所需要的各种优势条件,目前,发展迅速,势头良好；正处在提质转型升级的关键阶段,只要政府、企业两方面审慎采取积极措施,六安市休闲农业的发展将会更加顺利、健康。
[Abstract]:Leisure agriculture is based on the full exploitation of natural pastoral scenery, rural landscape, agricultural production landscape, rural custom culture and other resources, through scientific development, rational layout, careful design and construction, and integration of leisure and entertainment elements. A new type of agricultural management with the contents of agricultural sightseeing, leisure, entertainment, experience, education, recuperation, etc. The related characteristics of agriculture and tourism are reflected in the new industry of leisure agriculture. For example, the periodicity, vulnerability, regionality of traditional agriculture, as well as the appreciation, interest, market, leisure and so on of the tourism industry, also have the characteristics of comprehensiveness and local characteristics. In addition, leisure agriculture not only has the characteristics of production, economy, etc. Society, education, health care, ecological environmental protection, cultural heritage and other functions, but also to promote agricultural transformation and upgrading, sustainable development, extend the agricultural industry chain, improve the rural living environment, promote ecological civilization, heritage of local culture, It is of great significance to promote the positive interaction between urban and rural areas, prosperity of rural economy and increase of farmers' income. Firstly, this paper expounds the background and purpose of the research, focusing on the related content and theoretical basis of leisure agriculture; secondly, Mainly using the methods of field investigation, literature research and other methods to analyze the market demand, development status and existing problems of leisure agriculture in Luan City in detail, among which the typical case of Liulaogen Ecological Farm in Junhu Lake is also interspersed. After analysis, we found that the main problems of leisure agriculture in Lu'an are concentrated on two levels: first, the government lacks specialized leading institutions, the coordination mechanism of the departments is not established, the planning and guidance are insufficient, the policy dynamics are not enough, and the resources are abundant. The development is small, the industrial chain is short, the infrastructure is not perfect, the comprehensive service level needs to be improved urgently: the quality of the employees is low and the brain drain is serious. Scientific planning, emphasis on promoting; enhancing the level of policy supply, strengthening the strength of system protection; strengthening the construction of trade associations, improving the ability of self-regulation; strengthening the construction of software and hardware for enterprises, Improve the level of independent development. Although the leisure agriculture in Lu'an is in the primary stage of development, it has the characteristics of small scale, low grade and scattered layout. However, Lu'an has all kinds of advantages needed for the development of leisure agriculture. At present, The development of leisure agriculture in Luan City will be more smooth and healthy as long as the government and enterprises take active measures prudently.
