我国旅游公共服务体系建设中的地方政府责任研究

【摘要】:进入21世纪,“旅游”作为我国经济发展的战略性支柱产业,已经成为人们日常生活的必要组成部分。2013年,国务院办公厅正式向社会发布《国民旅游休闲纲要(2013—2020)》,这说明在我国,旅游产业已经上升到休闲产业的高度。加之近年来,旅游市场的“散客化”趋势越来越明显,对旅游公共服务的完善水平提出了更高的要求。作为现代旅游经济发展的重要组成部分,在未来,旅游公共服务也将作为衡量某一地区旅游经济发展的重要指标。 目前,我国旅游公共服务体系的建设过程中问题诸多,旅游产业发展水平与旅游公共服务体系供给缺失矛盾显著;而地方政府作为旅游公共服务的直接提供者,其职责履行是否到位直接关系到某一地区旅游经济的持续发展。因此本文研究地方政府在我国旅游公共服务体系建设中的责任,具有极大的现实意义。 本文基于公共产品理论和新公共管理理论来贯穿全文分析问题。首先是基于公共产品理论分析地方政府介入旅游公共服务体系建设的必要性,研究地方政府在旅游公共服务体系建设中的作用机理;其次是基于新公共管理理论来分析如何引入竞争机制,建立“顾客需求导向”的供给决策机制,最终实现旅游公共服务的多元化供给。 本文认为,在我国公共服务体系的建设过程中,地方政府作为直接供给主体,其在旅游公共服务体系建设过程中应从四个方面承担责任。一是加强旅游公共服务的顶层设计,制定本地区旅游公共服务专项规划,明确具体建设目标;二是供给决策方面,应建立以“顾客需求导向”的决策机制;三是供给模式上应引入市场竞争机制,推行社会合作,加强地方协同治理能力,探索多元化的公共服务供给机制;四是完善在公共服务供给过程中的各项保障措施,如信息披露、资金支持、供给链监管等。针对目前各级地方政府在这四方面存在的问题和不足之处,探讨问题出现的深层次原因,完善地方政府职能,加强部门协调,实现协同治理,形成旅游公共服务多元化供给的“大旅游”格局。
[Abstract]:In the 21st century, as a strategic pillar industry of China's economic development, "Tourism" has become an essential part of people's daily life. In 2013,The General Office of the State Council has officially issued the National Tourism Leisure outline 2013-2020, which shows that the tourism industry has risen to the height of leisure industry in China.In addition, in recent years, the trend of "individualization" of tourism market is becoming more and more obvious, which puts forward higher requirements for the perfect level of tourism public service.As an important part of the development of modern tourism economy, tourism public service will also be an important index to measure the development of tourism economy in a certain area in the future.At present, there are many problems in the process of the construction of tourism public service system in our country. The contradiction between the level of tourism industry development and the lack of supply of tourism public service system is obvious, while the local government is the direct provider of tourism public service.Whether its duty is fulfilled or not is directly related to the sustainable development of a certain region's tourism economy.Therefore, it is of great practical significance to study the responsibility of local government in the construction of tourism public service system.Based on the theory of public goods and the theory of new public management, this paper runs through the whole paper.Firstly, based on the theory of public products, this paper analyzes the necessity of local government intervention in the construction of tourism public service system, and studies the mechanism of the role of local government in the construction of tourism public service system.Secondly, based on the new public management theory, this paper analyzes how to introduce the competition mechanism, establish the "customer demand-oriented" supply decision-making mechanism, and finally realize the diversified supply of tourism public services.This paper holds that in the process of construction of public service system in our country, local government, as the main body of direct supply, should bear the responsibility from four aspects in the process of construction of tourism public service system.The first is to strengthen the top level design of tourism public service, to formulate the special plan of local tourism public service, to make clear the concrete construction target, to establish the decision-making mechanism of "customer demand orientation" in the aspect of supply decision.Third, market competition mechanism should be introduced into supply mode, social cooperation should be carried out, local cooperative governance ability should be strengthened, diversified public service supply mechanism should be explored, and various safeguard measures in the process of public service supply should be improved.Such as information disclosure, financial support, supply chain custody and so on.In view of the problems and deficiencies existing in these four aspects at present, local governments at all levels discuss the deep-seated causes of the problems, perfect the functions of local governments, strengthen the coordination of departments, and realize coordinated governance.Form the tourism public service diversified supply of "big tourism" pattern.
