烟台市政府主导旅游业发展对策研究

【摘要】：旅游业是永远的朝阳产业,是国家重点扶持发展的战略性产业,具有资源消耗低、环境污染小、产业关联度高、创造附加值能力强、吸纳就业人员多等特点。发展旅游业,不仅可以带动国民经济发展,提升产业结构层次,增强地方财政实力,而且可以提高城市的知名度和影响力,增强城市人气,促进城市繁荣,推动可持续发展。烟台市历史悠久、山川秀美,物华天宝、人文荟萃,区位生态独特、旅游资源富集,经济繁荣发展、社会安定和谐,具有发展旅游业多方面的比较优势。近年来,烟台市围绕打造最佳观光旅游和休闲度假城市,重点抓旅游业发展的速度和质量,取得了较好成效。但是烟台市旅游业的发展在取得一定成绩的同时,还存在着一些问题和不足,制约着旅游业发展的整体步伐。本文主要从政府主导的视角,深入分析烟台市旅游业发展的基础、现状和存在的问题,在此基础上运用SWOT分析法对烟台市旅游业发展的优势、劣势、机遇和挑战进行分析,从而初步得出烟台市政府主导旅游业发展的目标和战略重点,进而提出烟台市政府主导旅游业发展的对策和建议。烟台市政府要加强对旅游业发展的主导作用,提升旅游业发展战略地位,加快旅游产品转型升级,拓宽旅游产业链,推进旅游营销体系建设,构建旅游发展保障机制,助推旅游业健康快速可持续发展,使烟台市旅游业发展上一个新台阶。
[Abstract]:Tourism is an eternal sunrise industry and a strategic industry supported by the state. It has the characteristics of low consumption of resources, small environmental pollution, high degree of industrial association, strong ability of creating additional value, and absorbing more employees. The development of tourism can not only promote the development of national economy, enhance the level of industrial structure, strengthen the local financial strength, but also enhance the popularity and influence of the city, enhance the city's popularity, promote the city's prosperity and promote the sustainable development. Yantai city has a long history, beautiful mountains and rivers, Wuhua Tianbao, human resources, unique location ecology, rich tourism resources, economic prosperity, social stability and harmony, and has the comparative advantage of developing tourism in many aspects. In recent years, Yantai has achieved good results by focusing on the speed and quality of tourism development. However, there are still some problems and deficiencies in the development of Yantai tourism, which restricts the overall pace of tourism development. This paper mainly analyzes the foundation, present situation and existing problems of Yantai tourism development from the angle of government leading, and then analyzes the advantages, disadvantages, opportunities and challenges of Yantai tourism development by using SWOT analysis method. Thus, the goal and strategic focus of Yantai municipal government's leading tourism development are preliminarily obtained, and the countermeasures and suggestions of Yantai municipal government's leading tourism development are put forward. Yantai municipal government should strengthen its leading role in the development of tourism, promote the strategic position of tourism development, speed up the transformation and upgrading of tourism products, widen the tourism industry chain, promote the construction of tourism marketing system, and construct a tourism development guarantee mechanism. Promote the healthy and rapid sustainable development of tourism, Yantai tourism development to a new level.
