【摘要】：影响森林生态旅游产业发展的关键因素是产业的竞争力,而森林生态旅游产业的开发、内部要素以及其相关产业的整合和规制是提升森林生态旅游产业竞争力的重要手段。森林生态旅游产业是伴随着全球旅游业的迅速发展,在人们回归自然的心理和“绿色消费浪潮”的驱动下发展起来的,被誉为正在崛起的“朝阳产业”,受到世界各国政府的高度重视,并成为世界上发展最快的产业之一。当前经济发展与环境保护都是每个国家所重视的问题,而生态旅游可以很好的联系起这两个目标,这就是世界各国如此重视生态旅游的原因之一。而森林生态旅游是生态旅游的重要组成部分,要想使生态旅游得到长久、良好的发展,发展森林旅游产业就是一条不可忽视的路径,本文主要研究如何利用政府规制的手段使黑龙江省森林生态旅游产业更加合理、健康、快速的发展。本论文从产业经济学、生态经济学、可持续发展理论、政府失灵等基础理论出发,结合当前黑龙江省的森林资源和政府规制的现状,选取经济学和管理学理论的分析方法作为研究工具,运用SWOT分析法对黑龙江省的森林生态旅游资源的优势、劣势、机遇以及威胁进行了分析,并且进一步的采用层次分析法分析研究了黑龙江省森林生态旅游产业的内部因素和外部因素,总结认为,森林生态旅游产业应充分发挥森林资源的巨大优势,利用近些年来森林滑雪运动的兴起这一重要因素,克服外部因素对产业的影响,努力解决在政策、管理等方面出现的问题,方政府、社会中介应大力促进对现有森林生态旅游产品的开发利用,挖掘出其更多的发展机遇和更大的发展空间。明确指导思想,在主动性原则、公平性原则、依法规制原则以及经济规制同社会规制相结合原则的基础上,提出了森林生态旅游产业政府规制的规制方法,构建了黑龙江省森林生态旅游产业的政府规制制度体系。最后为了使森林生态旅游产业政府规制制度能够成功并且高效的实施提出合理化建议。
[Abstract]:The key factor affecting the development of forest ecotourism industry is the competitiveness of the industry, and the development of the forest ecotourism industry, the integration and regulation of the internal elements and its related industries are the important means to enhance the competitiveness of the forest ecotourism industry. With the rapid development of the global tourism industry, the forest ecotourism industry is developed under the impetus of people's returning to nature and the "green consumption tide", which is known as the rising "sunrise industry". By the world's governments, and become one of the world's fastest-growing industries. At present, economic development and environmental protection are important issues in every country, and ecotourism can be well linked to these two goals, which is one of the reasons why countries in the world attach so much importance to ecotourism. Forest ecotourism is an important part of ecotourism. In order to make the eco-tourism get long-term and good development, the development of forest tourism industry is a path that can not be ignored. This paper mainly studies how to make the forest ecotourism industry of Heilongjiang Province more reasonable, healthy and rapid by means of government regulation. Based on the basic theories of industrial economics, ecological economics, sustainable development theory, government failure and so on, this paper combines the present situation of forest resources and government regulation in Heilongjiang Province. This paper selects the analysis method of economics and management theory as the research tool, and analyzes the advantages, disadvantages, opportunities and threats of forest ecotourism resources in Heilongjiang Province by using SWOT analysis method. Furthermore, the paper analyzes the internal and external factors of forest ecotourism industry in Heilongjiang Province by using AHP, and concludes that the forest ecotourism industry should give full play to the great advantages of forest resources. Taking advantage of the important factor of the rise of forest skiing in recent years, overcoming the influence of external factors on the industry, and striving to solve the problems in the fields of policy and management, the government, Social intermediary should make great efforts to promote the development and utilization of existing forest ecotourism products so as to excavate more development opportunities and greater development space. On the basis of the guiding ideology, the principle of initiative, the principle of fairness, the principle of regulation according to law and the principle of combination of economic regulation and social regulation, the regulation method of government regulation of forest ecotourism industry is put forward. The government regulation system of forest ecotourism industry in Heilongjiang Province is constructed. Finally, in order to make the forest ecotourism industry government regulation system can be successful and efficient implementation of the rational recommendations.
