【摘要】：乡村旅游是在乡村范围内利用乡村自然环境、农林牧渔生产、民俗节庆、农村文化、村落古镇、农家生活等资源,通过科学规划和开发设计,为游客提供观光、休闲、度假、体验、娱乐、健身等多项服务的旅游经营活动。当前的乡村旅游发展的步伐较快,各地政府为建设当地旅游发展探索研究乡村旅游投融资的市场化、多元化,以拓宽乡村旅游业发展的资金筹集渠道,解决资金短缺的问题。构造的新的乡村旅游融资体系出现一系列问题,在大量招商引资,吸引社会资本的同时也为乡村旅游项目融资带来风险。在乡村旅游项目融资过程中,存在大量的未知因素和随机因素,而且乡村旅游项目本身存在的风险和融资过程中存在的融资风险将直接影响乡村旅游项目建设融资与实施的成效,因此,针对乡村旅游项目,建立一套科学、可操作性的融资风险评价模型,提出相应的风险应对政策,是保证乡村旅游项目融资的顺利进行的关键,也为项目投资者进行投资决策提供依据。文章在相关分析的基础上,首先阐述了国内外对项目融资风险、旅游项目评价和乡村旅游项目评价的研究现状,得出文章研究乡村旅游项目融资风险评价的必要性。其次,对本文研究的问题的相关概念进行了界定,对融资、融资风险及乡村旅游项目进行了界定：并阐述了乡村旅游项目的特征以及融资风险评价理论。再次,在已有项目评价研究的基础上总结了一般项目融资风险因素,结合乡村旅游项目的特征识别出本文研究的乡村旅游项目融资风险因素,分析包括社会风险、经济风险、建设风险、自然风险、信用风险和管理风险六个方面,并对各指标进行了解释说明。然后,对已识别出的融资风险因素构建乡村旅游项目融资风险评价指标体系,阐述信息熵权和模糊综合评价的理论,并叙述了运用熵权法确定指标权重,选择模糊综合评价法对乡村旅游项目融资风险进行评价的过程。最后,运用已建的指标评价体系,通过专家打分对庐江县万山福岭农业生态园项目融资风险评价进行实证分析,评价得出该项目融资风险属于一般风险,从融资风险的角度分析农业生态园项目建设的可行性,并对文章研究的问题进行了总结,发现不足之处并提出以后研究的展望。
[Abstract]:Rural tourism is the use of rural natural environment, agriculture, forestry, animal husbandry and fishery production, folk festivals, rural culture, villages and ancient towns, rural life and other resources in rural areas. Through scientific planning and development and design, rural tourism provides tourists with sightseeing, leisure, vacation, etc. Experience, entertainment, fitness and other services of tourism business activities. With the rapid development of rural tourism, local governments are exploring the marketization and diversification of rural tourism investment and financing for the construction of local tourism development, in order to broaden the channels for raising funds for the development of rural tourism and to solve the problem of capital shortage. A series of problems appear in the new rural tourism financing system, which attract a lot of investment, attract social capital and bring risks to rural tourism project financing. In the process of rural tourism project financing, there are a lot of unknown factors and random factors. Moreover, the risk of rural tourism project itself and the financing risk in the process of financing will directly affect the effect of financing and implementation of rural tourism project construction. Therefore, to establish a set of science for rural tourism project, The operational financing risk evaluation model and the corresponding risk response policy are the key to ensure the smooth development of rural tourism project financing, and also provide the basis for project investors to make investment decisions. On the basis of relevant analysis, this paper first expounds the research status of project financing risk, tourism project evaluation and rural tourism project evaluation at home and abroad, and concludes the necessity of studying rural tourism project financing risk evaluation. Secondly, this paper defines the related concepts of the problems studied in this paper, defines the financing, financing risks and rural tourism projects, and expounds the characteristics of rural tourism projects and the theory of financing risk evaluation. Thirdly, on the basis of the existing project evaluation research, this paper summarizes the general project financing risk factors, combined with the characteristics of rural tourism projects to identify the rural tourism project financing risk factors, including social risk, economic risk. Construction risk, natural risk, credit risk and management risk are explained. Then, the evaluation index system of rural tourism project financing risk is constructed based on the identified financing risk factors, the theory of information entropy weight and fuzzy comprehensive evaluation is expounded, and the index weight is determined by entropy weight method. The fuzzy comprehensive evaluation method is selected to evaluate the financing risk of rural tourism projects. Finally, by using the established index evaluation system, the project financing risk evaluation of Wanshanfuling Agroecological Park in Lujiang County is empirically analyzed, and the evaluation results show that the project financing risk belongs to the general risk. This paper analyzes the feasibility of agro-ecological park project construction from the angle of financing risk, summarizes the problems in this paper, finds the deficiency and puts forward the prospect of future research.
