黑龙江省特色旅游开发区发展的政策研究

【摘要】：特色旅游开发区是黑龙江省八大经济区之一,独特的旅游资源有着广阔的开发前景,加快旅游十大重点板块建设与旅游产品开发已成为发展黑龙江省旅游产业极为重要的环节。特色旅游开发区最早提出是在2008年12月黑龙江省经济工作会议上,会上吉炳轩书记提出建设“八大经济区”和实施“十大工程”的构想,倡导加快发展特色旅游。在黑龙江省第十届七次全会上审议通过了《关于黑龙江省“八大经济区”规划的决议》,为黑龙江省旅游工作指明方向并提出明确要求。特色旅游开发区的发展离不开积极的政策支持,但交通不畅、环境污染等问题阻碍黑龙江省北国风光特色旅游开发区的发展,亟待解决。特色旅游开发区的发展尚处于初级阶段,黑龙江省特色旅游开发区发展要想赶超其他发展较快的省份,就必须从政策上为旅游产业的发展扫清障碍,健全旅游开发区政策,实现黑龙江省特色旅游开发区的跨越式、突破式发展,实现旅游产业在黑龙江省未来经济发展中新的突破。运用调查分析法、比较分析法、实证分析法、要素分析法和文献研究法,从理论分析入手,立足于黑龙江省特色旅游开发区的发展和现行政策的实际情况,探究中发现发展过程中仍存在交通不畅、环境污染等自身问题及缺乏系统的旅游财政政策计划、金融机构的信贷贡献和支持力度差等政策缺陷,借鉴了国外旅游业发展、旅游法律完善的三个国家西班牙、土耳其、泰国在金融、人才等方面的经验以及国内有条不紊的发展特色旅游的三个省份山东省、西藏自治区以及海南省等在财政、税收、金融、人才等方面的经验,针对黑龙江省具体状况,从政策的角度提出了四个方面的政策构想：积极研究财政政策激励、全面实现税收优惠政策、深化金融政策支持、深入发掘培养人才的政策价值,以期为省委省政府加快黑龙江省旅游产业发展步伐,完善黑龙江省发展旅游产业政策提供有益的理论和实践参考。
[Abstract]:The characteristic tourism development zone is one of the eight economic zones in Heilongjiang Province, and the unique tourism resources have a broad development prospect. Speeding up the construction of the top ten key areas of tourism and the development of tourism products has become an extremely important link in the development of tourism industry in Heilongjiang Province. The characteristic tourism development zone was first put forward at the economic work conference of Heilongjiang province in December 2008. At the meeting, the secretary of Ji Bingxuan put forward the idea of constructing "eight economic zones" and implementing "ten projects", and advocated to speed up the development of characteristic tourism. At the Seventh Plenary session of the 10th Heilongjiang Provincial Congress, the "Resolution on the Planning of the eight Economic zones of Heilongjiang Province" was adopted, which pointed out the direction and made clear requirements for the tourism work in Heilongjiang Province. The development of characteristic tourism development zone can not be separated from the active policy support, but the problems such as poor traffic and environmental pollution hinder the development of the tourism development zone with scenic features in the north of Heilongjiang Province, which should be solved urgently. The development of characteristic tourism development zone is still in the primary stage. If we want to catch up with other provinces with rapid development, we must clear the way for the development of tourism industry from the policy point of view, and perfect the tourism development zone policy. To realize the leapfrog and breakthrough development of Heilongjiang Province's characteristic tourism development zone and to realize the new breakthrough of tourism industry in the future economic development of Heilongjiang Province. By means of investigation analysis, comparative analysis, empirical analysis, factor analysis and literature research, starting with theoretical analysis, it is based on the development of characteristic tourism development zones in Heilongjiang Province and the actual situation of current policies. In the process of development, the author finds that there are still some problems in the development process, such as traffic problems, environmental pollution, lack of systematic tourism financial policy plan, poor credit contribution and support from financial institutions, and so on, which draw lessons from the development of foreign tourism. The three countries with perfect tourism laws, Spain, Turkey, Thailand and the three provinces of Shandong Province, Tibet Autonomous region, and Hainan Province, in finance and taxation, have experienced in finance, talent, and other areas, as well as the three provinces of Shandong Province, Tibet Autonomous region, and Hainan Province, which have orderly domestic development of tourism with characteristics. In view of the specific situation in Heilongjiang Province, this paper puts forward four policy ideas from the angle of policy: actively studying fiscal policy incentives, comprehensively realizing preferential tax policies, deepening financial policy support, and so on. This paper explores the policy value of cultivating talents in order to provide a useful theoretical and practical reference for the provincial party committee and government to speed up the development of tourism industry in Heilongjiang Province and to perfect the policy of tourism industry in Heilongjiang Province.
