城市旅游公共服务设施指标体系研究

【摘要】：在各旅游城市的建设中,旅游服务设施是非常重要的物质组成,它为游客提供食、住、行、游、购、娱等各类服务,满足游客方方面面的需求。随着新型城镇化的推进,产业和城镇的融合发展,旅游产业已成为旅游城市的重要支撑,是城镇发展的重要组成部分。在这种大的环境驱动下,旅游业将迎来新的契机蓬勃发展。衡量一个旅游城市的旅游公共服务水平的标志很多,其中,旅游服务设施的建设是最主要的标志,对于游客来说也是最为直观的体验。面对旅游狂潮下带来的大量消费人群和旅游需求,旅游服务设施的建设尤为重要。在城市建设中如何更有效地满足游客和市民的需求,如何配建这类设施的量,是值得探讨和深思的议题。笔者也对国内外相关理论及案例进行深入研究和梳理,发现目前涉及旅游服务设施指标体系的研究不多。很多旅游城市在开发建设前期做了旅游策划及专题研究,意图来指导城市建设,引导旅游发展方向和旅游服务设施的用地落位。但是由于缺少明确的旅游服务指标体系,而传统城市规划指标体系虽然完备,但是分类和标准中缺少旅游服务设施的相关内容,比如旅游交通服务设施、旅游住宿、餐饮等设施,缺少相关的指引,在落实中存在一定问题。因此,为弥补这方面的不足,笔者从旅游城市入手,剖析、总结影响旅游城市公共服务设施指标体系的主要因素,并对每个要素进行分析来确定在满足城市旅游、居住双重要素需求下,旅游公共服务指标体系的内容。推进以人为核心,按照需求的多样性、地域特色性、系统性等原则,统筹考虑各类设施的配比和建设要求。通过定性与定量指标的结合,推出完整的旅游公共服务指标体系。最后,以承德市为例,结合城市定位和发展目标,从创建国际旅游城市需求和自身旅游发展特点出发,将创新的旅游公共服务设施指标体系运用其中,并用城市规划的技术手段,落实到城市用地布局,与城市规划进行无缝对接,来实例证明整个体系的可行性。旅游城市旅游公共服务设施指标体系的构建将是一个具有创新性、探索性的课题。笔者希望能通过指标体系的研究为今后旅游城市的旅游服务设施的配置明确要求和提供依据。
[Abstract]:In the construction of various tourist cities, tourist service facilities are very important material components, it provides tourists with food, housing, travel, shopping, entertainment and other services, to meet the needs of all aspects of tourists. With the development of new urbanization and the integration of industry and town, tourism industry has become an important support of tourism city and an important part of town development. In this big environment driven, tourism will ushered in a new opportunity for vigorous development. There are many symbols to measure the level of tourism public service in a tourist city, among which, the construction of tourist service facilities is the most important symbol and the most intuitive experience for tourists. The construction of tourism service facilities is particularly important in the face of the mass consumption and tourism demand brought by the tourism frenzy. How to meet the needs of tourists and citizens more effectively in urban construction and how to allocate the quantity of such facilities are worth discussing and pondering. The author also studies and combs the relevant theories and cases at home and abroad, and finds that there are few researches on the index system of tourism service facilities at present. Many tourist cities have done tourism planning and special research in the early stage of development and construction, with the intention of guiding urban construction, guiding the direction of tourism development and the land use of tourism service facilities. However, due to the lack of a clear tourism service index system, and although the traditional urban planning index system is complete, the classification and standards lack the relevant contents of the tourism service facilities, such as tourist transport services, tourist accommodation, Catering and other facilities, lack of relevant guidance, in the implementation of certain problems. Therefore, in order to make up for the deficiency in this aspect, the author begins with the tourism city, analyzes, summarizes the main factors that affect the index system of the public service facilities of the tourism city, and analyzes each factor to determine the satisfaction of the city tourism. The content of tourism public service index system under the demand of double factors of residence. According to the principles of diversity of demand, regional characteristics and systematicness, the matching and construction requirements of all kinds of facilities should be considered as a whole. Through the combination of qualitative and quantitative indicators, a complete indicator system of tourism public service is proposed. Finally, taking Chengde City as an example, combining the city orientation and development goal, starting from the creation of international tourism city demand and its own characteristics of tourism development, the innovative tourism public service facilities index system is applied. The feasibility of the whole system is proved by using the technical means of urban planning to implement the layout of urban land and carry out seamless docking with urban planning. The construction of tourism public service establishment index system in tourist cities will be an innovative and exploratory subject. The author hopes that through the research of the index system, the author can clearly request and provide the basis for the allocation of tourist service facilities in the tourist cities in the future.
