民营资本介入对古村镇旅游社区关系的影响研究

【摘要】：我国民营资本介入古村镇旅游开发的实践始于上世纪90年代中期,随着古村镇旅游投资与开发环境的逐渐完善,民营资本介入古村镇旅游开发的方式愈来愈多,介入的程度也愈来愈深,从最初的村镇村民单一化的自主开发过渡到当前以企业、政府、外来投资商、本地居民等为主要代表的多元化主体开发,民营资本已然成为古村镇旅游开发不容忽视的重要力量。然而,民营资本介入古村镇旅游开发的经营行为改变了古村镇原先的资源配置和利益分配格局,直接影响了古村镇社区及其他利益主体的既得利益,各个利益主体之间的互动关系日趋复杂,从而引发了诸多社区矛盾和冲突。如2013年凤凰古城转变经营方式,将原先开放式的景区转变为封闭式景区,导致社区居民与外来商户的利益严重受损,引发了居民、商户与民营资本之间的对抗与冲突。 本文在文献研究与实地调研的基础上,首先对民营资本介入古村镇旅游开发和经营行为进行了梳理,认为民营资本主要在门票收费与商业开发两个方面的产生一系列经营行为,而资源掌控程度和成本收益平衡是驱动经营行为产生的关键因素；其次在此基础上构建了民营资本介入对古村镇旅游社区关系的影响机制,认为民营资本的经营行为直接影响了古村镇社区及其他利益主体的既得利益,利益变化使得各利益主体为了确保成本收益的平衡而产生一系列行为反应,从而引起了社区关系的变化。当各利益主体之间的利益达到均衡时,社区关系呈和谐稳态的发展趋势。而利益分配失衡时则会导致社区关系的紧张,民营资本必须调整经营行为,通过资源的重新配置与利益的再分配实现社区利益的平衡,而资源重新配置与利益再分配将驱动民营资本产生新的经营行为,其对社区关系的影响将进入新一轮的循环中,直至社区关系由失衡走向新的均衡。
[Abstract]:The practice of private capital intervening in the tourism development of ancient villages and towns began in the mid-1990s. With the gradual improvement of the investment and development environment of ancient villages and towns, there are more and more ways for private capital to intervene in the tourism development of ancient villages and towns. The degree of intervention is also getting deeper and deeper. From the original independent development of the villagers in villages and towns to the diversified main development represented mainly by enterprises, governments, foreign investors, local residents, etc. Private capital has become an important force that can not be ignored in the tourism development of ancient villages and towns. However, the intervention of private capital in the tourism development of ancient villages and towns has changed the original allocation of resources and distribution of interests of ancient villages and towns, and directly affected the vested interests of ancient villages and towns communities and other stakeholders. The interaction between various stakeholders is becoming more and more complicated, which leads to a lot of community conflicts and conflicts. For example, the Phoenix ancient city changed its management mode in 2013, turning the original open scenic spot into a closed one, which resulted in serious damage to the interests of the community residents and foreign merchants, and led to the confrontation and conflict between the residents, merchants and private capital. On the basis of literature research and field investigation, this paper firstly combs the private capital's intervention in the tourism development and management behavior of ancient villages and towns, and thinks that private capital mainly produces a series of management behaviors in the two aspects of ticket fee and commercial development. The degree of resource control and the balance of cost and income are the key factors driving the production of management behavior. Secondly, the influence mechanism of private capital intervention on the relationship between ancient villages and towns tourism community is constructed. It is considered that the management behavior of private capital directly affects the vested interests of the ancient village and town communities and other interest subjects, and the change of interest causes a series of behavioral reactions to ensure the balance of cost and income. This led to a change in community relations. When the interests of various stakeholders reach equilibrium, the community relationship shows a harmonious and steady development trend. The imbalance of benefit distribution will lead to the tension of community relations. Private capital must adjust its management behavior and realize the balance of community interests through the reallocation of resources and redistribution of interests. The reallocation of resources and redistribution of benefits will drive private capital to produce new management behaviors, and its impact on community relations will enter a new cycle until the community relations change from imbalance to new equilibrium.
