基于综合配套改革背景下的山西旅游业发展研究

【摘要】：在国家提出转变经济增长方式,加快推进经济转型升级的背景下,山西产业结构重型化特征明显、生态环境恶化、城乡统筹发展失调、社会事业发展滞后和对外开放水平低等一系列问题愈加凸显。2010年12月国务院批准山西省为国家资源型经济转型综合配套改革试验区,山西必须抓住“转型综改试验区”建设的重大政策机遇,着力破解资源依赖性增长和生态环境超负荷型增长带来的一系列问题,加快资源型经济转型发展,加快旅游业为接替性支柱产业的健康发展,以实现经济、社会和环境的可持续发展。 山西是我国旅游资源大省,具有旅游资源和煤炭资源两大优势资源,前者在以往经济发展中居明显优势位置。加快发展旅游业发展在资源型经济转型综合配套改革试验区建设中具有特殊意义,抓住转型与跨越发展的超常机遇,通过先行先试抓好深化改革,才能将旅游业发展为山西产业体系的重要支撑产业和接续性支柱产业,才能实现由旅游资源大省向文化旅游强省的新跨越。在此背景下,本文运用定量分析与定性分析相结合的方法,从相关基本理论出发,结合山西省“十二五”规划,明确了山西“综改区”建设对旅游业发展的要求,分析了山西旅游业的发展现状及存在的主要问题,通过借鉴云南、桂林和海南旅游综合改革试验区的有益经验,提出了资源型经济转型综合配套改革背景下山西旅游业发展的思路和措施。
[Abstract]:In the context of the country's proposal to change the mode of economic growth and speed up the promotion of economic transformation and upgrading, the industrial structure of Shanxi is characterized by its heavy nature, the deterioration of the ecological environment, and the imbalance in the overall development of urban and rural areas. A series of problems, such as lagging development of social undertakings and low level of opening to the outside world, have become increasingly prominent. In December 2010, the State Council approved Shanxi Province as a pilot zone for comprehensive reform of the national resource-based economy transformation. Shanxi must seize the great policy opportunity of the construction of "transformation and comprehensive reform experimental area", work hard to solve a series of problems caused by the growth of resource dependence and ecological environment overload, and speed up the transformation and development of resource-based economy. Speed up the healthy development of tourism as a successor pillar industry to achieve sustainable economic, social and environmental development. Shanxi is a big province of tourism resources in China, which has two dominant resources, tourism resources and coal resources. The former occupies an obvious advantage position in the past economic development. Speeding up the development of tourism is of special significance in the construction of the comprehensive reform pilot area for the transformation of resource-based economy. Only then can the tourism industry be developed into an important supporting industry and a continuous pillar industry in Shanxi's industrial system, and the new leap from a large province of tourism resources to a strong province of cultural tourism can be realized. Under this background, this article uses the quantitative analysis and the qualitative analysis to combine the method, from the correlation basic theory, unifies the Shanxi Province "12th Five-Year Plan", has determined the Shanxi "comprehensive reform area" the construction to the tourism development request. This paper analyzes the present situation and main problems of tourism development in Shanxi Province, and draws lessons from the experience of Yunnan, Guilin and Hainan Tourism Comprehensive Reform pilot areas. This paper puts forward the ideas and measures of Shanxi tourism development under the background of comprehensive reform of resource-based economy transformation.
