乡村旅游经济增长与我国农村减贫——基于亲贫困增长的视角

【摘要】：随着中国旅游业的迅猛发展,乡村旅游经济日益成为我国农村旅游资源丰富地区的重要经济增长点,旅游扶贫也成为重要的产业扶贫方式,乡村旅游经济的增长能否自发地起到减缓农村贫困的作用?亲贫困增长理论认为,仅靠单纯的经济增长不能实现充分有效的减贫与发展,经济增长是战胜贫困最基本和最重要的力量来源,但它只是必要条件绝非充分条件。政府应制定一个故意倾向贫困群体发展的战略,缩小贫困差距,使贫困群体能够从经济增长中获得更多的收益。本文从亲贫困增长视角审视我国乡村旅游经济的发展,发现我国部分乡村旅游地区存在亲富式增长倾向,而这种经济增长方式导致的收入分配不公正是近几年乡村旅游目的地上访、冲突、拦阻游客现象频发的根源所在。最后,笔者提出了我国乡村旅游经济亲贫困增长路径。
[Abstract]:With the rapid development of tourism in China, the rural tourism economy has become an important economic growth point in China's rural areas with rich tourism resources, and poverty alleviation by tourism has become an important way of helping the poor in industry. Can the growth of rural tourism economy spontaneously play a role in alleviating rural poverty? Pro-poverty growth theory holds that economic growth alone can not achieve full and effective poverty reduction and development, economic growth is the most basic and the most important source of power to overcome poverty, but it is only a necessary condition is not sufficient conditions. The government should formulate a strategy that deliberately inclines the development of the poor groups, so as to narrow the poverty gap and enable the poor groups to gain more benefits from economic growth. This paper examines the development of rural tourism economy in China from the perspective of pro-poverty growth, and finds that there is a tendency of pro-rich growth in some rural tourism areas in China. The unfair income distribution caused by this kind of economic growth mode is the root of the frequent phenomenon of rural tourist destination petition, conflict and blocking tourists in recent years. Finally, the author puts forward the pro-poverty growth path of rural tourism economy in China.
